- TOQUERVILLE CITY COUNCIL Regular Business Meeting Agenda January 18, 2023 at 6:00 pm 212 N. CALL TO ORDER: 1. Call to Order - Mayor Justin Sip 2. Pledge of Allegiance - Councilman Chaves 3. Statements of Belief/Opening Prayer - Councilman Bringhurst B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from January 4th, 2023 Regular Business Meeting and January 9, 2023 Special City Council Meeting. 2. Review and possible approval of City Expenditures from December 2022. D. PRESENTATION: 1. Presentation of the 2022 Fiscal Year Audit Report by Hinton Burdick CPA's and Advisors. Audit prepared by Keddington & Christensen. 2. Presentation by Heath Snow 2023 Open Public Meetings Act (OPMA) and Municipal Ethics Act Training for elected and appointed officials. E. BUSINESS: 1. Discussion on Toquerville City code, title 5, chapter 4 - Dog Control. 2. Discussion and possible action on emergency preparedness for Toquerville City. 3. Discussion and possible action on Nephi's Twist. 4. Discussion and possible action on a nightly rental application submitted by Rick Woods. Tax ID #: T-AHP-A-125 Current zoning is R-1-12 - Single Family Residential. 5. Discussion and possible action on a nightly rental application submitted by Mike and Beckie Herring. Tax ID #: T-TOTE-1. Current zoning is R-1-20 - Single Family Residential. 6. Discussion and possible action on a nightly rental application submitted by Laura Chavez. Tax ID #: T-TEA-B-27-A-1. Current zoning is R-1-20 - Single Family Residential. 7. Discussion and possible action on a zone change application submitted by Bob Lichfield. Tax ID #'s: T-163-A-1-A approximately 8.6 acres current zoning is Single Family Residential R-1-20/Highway Commercial, T-168-E 7.41 acres current zoning is Single Family Residential R-1-20 and T-163-A-2 2.10 acres current zoning is Single Family Residential R-1-20. Proposed zoning is Highway Commercial. 8. Discussion and possible action on Ordinance 2023.XX - Nightly Rental Ordinance to establish conditions for Commercial Zones. F. EXECUTIVE SESSION: 1. Discussion of the character, professional competence, or physical or mental health of an individual. 2. Strategy sessions to discuss pending or reasonably imminent litigation. G. ADJOURN: In compliance with the Americans with Disabilities Act, individuals needing special accommodations (including auxiliary communicative aids and services) during this meeting should notify the City Office 435.635.1094, at least 48 hours in advance.
