WELCOME & CALL TO ORDER 2. CHAIR AND BOARD MEMBERS' REPORTS/DISCLOSURES/RECUSALS (2- minutes each) 3. PUBLIC COMMENTS ( 2 - minutes each ) 'Public Comments' is defined as time set aside for citizens to express their views. Each speaker is limited to two minutes. Because of the need for proper public notice, immediate action cannot be taken in the ULA Board meeting. If action is necessary, the item will be listed on a future agenda; however, the Board may elect to discuss it only if the item is an immediate matter of concern. If a person is unable to attend the meeting, public comments can be submitted no later than 2 days before the meeting to kelly@utahlake.gov and the comments will be shared with the board. 4. CONSENT ITEMS 4.1 Approval of the September 2025 ULA Board Meeting Minutes 4.2 Approval of ULA Financial Reports, Q1 FY2026 4.3 Approval of the Resolution No. 2025-02 Adopting the 2026 Governing Board Public Meeting Schedule. 5. STAFF AND COMMITTEE REPORTS 5.1 Executive Director Report, Luke Peterson (5-minutes) 5.2 Operations and Recreation, Sam Braegger (5- minutes) 5.3 Events and Communications, Kelly Cannon-O'Day (3-minutes) 5.4 Development Funding, Shelby Kozak (3- minutes) 5.5 Conservation and Restoration Efforts, Addy Valdez (3- minutes) 6. CLOSED SESSION The Utah Lake Authority Board, pursuant to Utah Code 52-4-205, may vote to go into a closed session for the purpose of (these are just a few of the items listed, see Utah Code 52-4-205 for the entire list): (a) discussion of the character, professional competence, or physical or mental health of an individual (b) strategy sessions to discuss collective bargaining (c) strategy sessions to discuss pending or reasonably imminent litigation (d) strategy sessions to discuss the purchase, exchange, or lease of real property, including any form of a water right or water shares (e) strategy sessions to discuss the sale of real property, including any form of a water right or water shares (f) discussion regarding deployment of security personnel, devices, or systems; (g) the purpose of considering information that is designated as a trade secret, as defined in Section 13-24-2, if the public body's consideration of the information is necessary in order to properly conduct a procurement under Title 63G, Chapter 6a, Utah Procurement Code; 7. PUBLIC HEARING: FY2026 Budget Amendments 8.1 Discussion of FY2026 Budget Amendments 8. ACTION ITEMS 8.1 Approval of the FY2026 Amended Budget 8.2 Approval of the ULA Long Range Capital Plan 8.2 Approval of Resolution to Delegate Authority to Executive Director for the Negotiation of Property Agreement 9. ADJOURNMENT The next ULA Board meeting is scheduled for Thursday, January 22nd, 2026, at 9 am and will be held at Provo City Hall. This meeting may be held in a way that will allow a Board Member to participate electronically. The Public is invited to participate in all Utah Lake Authority Board public meetings. Public Hearing The Utah Lake Authority will hold a public hearing on Wednesday, November 12, 2025 at 9 am to present the amended FY2026 budget. The hearing will be held in the city council chambers of Provo City Hall (445 W Center St, Provo, UT 84601). All interested persons in attendance will have an opportunity to be heard regarding items noted on the budget. The amended FY2026 budget totaling $3,406,575 may be obtained by contacting Luke Peterson, ULA Executive Director, M-F during business hours at 801-753-8270 or luke@utahlake.gov.
