A Resolution of the Town Council of Virgin Town, Utah, Amending the Municipal Water Rate Schedule to Incorporate a Wholesale Water Cost Increase from the Washington County Water Conservancy District and Establishing an Effective Date of July 1, 2026. 3. A Resolution of the Town Council of the Town of Virgin, Utah, Approving and Supporting an Increase in the Resort Communities Sales and Use Tax Imposed Pursuant to Utah Code § 59-12-401 from One and Zero-Hundredth Percent (1.00%) to One and One-Tenth Percent (1.10%); Authorizing Implementation and Transmittal to the Utah State Tax Commission; and Establishing an Effective Date. Virgin Goods Liquor License - R2026- A Resolution of the Town Council of Virgin Town, Utah, Granting Local Consent for an Alcohol License Application for Virgin Goods Located at 2 East SR-9, Virgin, Utah 84779 4. .10% Resort Tax Increase - R2026- A Resolution of the Town Council of the Town of Virgin, Utah, Approving and Supporting an Increase in the Resort Communities Sales and Use Tax Imposed Pursuant to Utah Code § 59-12-401 from One and Zero-Hundredth Percent (1.00%) to One and One-Tenth Percent (1.10%); Authorizing Implementation and Transmittal to the Utah State Tax Commission; and Establishing an Effective Date. 5. .5% Additional Resort Tax- R2026- A Resolution of the Town Council of Virgin Town, Utah, Calling for an Election to Submit to the Qualified Electors of Virgin Town the Question of Imposing an Additional One-Half Percent (0.5%) Resort Communities Sales and Use Tax Pursuant to Utah Code Section 59-12-402; Approving the Ballot Proposition; and Directing the Town Clerk to Take All Necessary Actions Related Thereto. 6. WCWCD Wholesale Rate Increase and Proposed Retail Rate Adjustment - R2026- A Resolution of the Town Council of Virgin Town, Utah, Amending the Municipal Water Rate Schedule to Incorporate a Wholesale Water Cost Increase from the Washington County Water Conservancy District and Establishing an Effective Date of July 1, 2026. I. ORDINANCES FROM PLANNING COMMISSION: MOTION AND VOTE FOR ITEMS 2-5 1. Town Manager Cover Letter 2. An Ordinance of Virgin Town, Utah, Amending the Virgin Municipal Code to Remove Shuttle Stop as a Conditional Use from the Commercial Zone (VMC § 16.40) and the Highway Resort Zone (VMC § 16.44); and Providing for Related Matters. 3. An Ordinance Amending and Restating Section 16.2.18 of the Virgin Municipal Code to Establish Procedures for Preliminary and Final Site Plan Review; Providing for Technical Utility Review by the Joint Utility Committee (JUC); Delegating Approval Authority to the Community Development Director; and Providing for an Orderly, Safe, and Compliant Development Review Process 4. An Ordinance Adopting and Enacting a New Chapter 46 in Title 16 of the Virgin Municipal Code ('VMC'), Establishing a Review Process for New or Unlisted Business Uses as Required by Utah Code § 10-20-507; Providing for Classification Requests, Administrative Review, Legislative Action, and Appeals; and Making Related Amendments 5. An Ordinance Amending Virgin Municipal Code Title 16 by Adding Chapter 42, Good Neighbor Overlay Zone; Adopting Standards for Two-Family Dwellings into Chapter 8; Adding Language to the Commercial and Highway Resort Zones Regarding the Good Neighbor Overlay; Amending Chapter 14, Off-Street Parking, to Allow for Shared Parking; Amending Division of Land Codes to Clarify Zoning of Newly Created Parcels; and Amending Section 16.02.12, Definitions.
