Special Meeting
NOTICE IS HEREBY GIVEN THAT THE BOARD OF TRUSTEES OF MEDICAL SCHOOL CAMPUS PUBLIC INFRASTRUCTURE DISTRICT WILL HOLD A MEETING ON OCTOBER 27, 2023 AT SNOW JENSEN & REECE, P.C., 912 W. 1600 S., SUITE B-200, ST. GEORGE, UTAH 84770
AT 10:30 A.M.
A. Call to Order
B. Consent Items
1. Approve the minutes of Board meeting held on June 15th, 2023.
2. Approve outstanding payment applications and requisition requests made since last meeting (if any).
C. Action Items
1. Consider approval of Resolution 2023-01: A resolution adopting rules of order.
2. Consider approval of Resolution 2023-02: A resolution implementing an electronic meetings policy.
3. Consider approval of Resolution 2023-03: A resolution adopting District bylaws, including ethics and fraud prevention policies.
4. Consider approval of Resolution 2023-04: A resolution implementing a District records policy.
5. Discuss and consider authorizing the District Chair to (a) obtain a General Liability policy proposal from Utah Local Governments Trust; (b) accept any policy proposal for aggregate coverage of a minimum of $2 million with an annual premium not to exceed $3,000; and (c) to adjust the policy period as needed to coordinate with pending bond issuance.
6. Discuss and consider authorizing the District Chair to obtain public officials' bonds for the District officers from Utah Local Governments Trust in the amounts of $250,000 for the District Treasurer, and $100,000 each for the other District officers, and authorizing the payment of premiums for the same.
D. Administrative Non-Action Items
1. Review most recent quarterly financial statements, prepared by CLA.
2. Discuss dates for budget meetings in November and December 2023.
3. Discuss trustee oaths of office, ethical behavior pledge forms, and conflict of interest disclosures.
