TOQUERVILLE CITY COUNCIL Regular Business Meeting Agenda September 17, 2025, at 6:00 pm 212 N. Call to Order - Mayor Justin Sip 2. Pledge of Allegiance - Councilman Sands 3. Statements of Belief/Opening Prayer - Councilman Williams B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from September 3, 2025 City Council Meet-ing. 2. Review and possible approval of City Expenditures from August 2025. D. PUBLIC FORUM: Limit three (3) minutes per person; please address the microphone and state full name and address. Please note there will be no response by any city official during this time. For specific questions, please contact staff directly. E. BUSINESS: 1. Discussion and possible action on a zone change application submitted by American Consulting and Engineering on behalf of Brecken Anderson for Tax ID: T-3-1-4-230, T-3-1-4-231, and T-3167. Current zoning is Multiple Use (MU-20), and the proposed zoning is R-1-20 Single Family Residential District. 2. Discussion and possible action on an updated Final Site Plan for Residential Planning Area 11 within the Firelight MPDO. 3. Discussion and possible action on an MPDO Modification Application amending the Final Site Plan for Residential Planning Area 1 within the Firelight MPDO. 4. Discussion and possible action on a proposed addendum to the Firelight Development agreement allowing conditional approvals on select land use applications. 5. Discussion and possible action on the creation of the Chief Toquer Reservoir Recreation Committee. 6. Discussion and possible action on the Employee Policies and Procedures. 7. Discussion on the Joint Agency Regional Water Conservation Plan. 8. Discussion and possible action on Toquerville Parkway Change Order #20 in the amount of $111,188.64 from JP Excavating for shouldering and temporary pavement tabs. 9. Discussion and possible action on Toquerville Parkway Change Order #24 in the amount of $9,150 from JP Excavating for structural rip rap. 10. Discussion and possible action of Ordinance 2025.XX - an ordinance amending and restating Title 10, Chapter 5 of the Toquerville City Code to clarify penalties for land use violations. 11. Discussion and possible action on Resolution 2025.XX- a resolution modifying Toquerville City's Consolidated Uniform Fee Schedule to update the fee for a Sign Permit Application. 12. Discussion and possible action on Resolution 2025.XX- a resolution delegation sign code enforcement authority. F. CALENDAR OF EVENTS: 1. Miss Toquerville Pageant - Thursday, September 18th - Hurricane High School. 2. Movie in the Park - Friday, October 3rd at dusk - Center Street Park. 3. Halloween Story Telling - Saturday, October 25th starts at 4:00 p.m. - Old Town Hall. 4. 4th Annual Halloween Trunk or Treat - Saturday, October 25th at 6:00 p.m. - Church Parking Lot. G. CLOSED SESSION: Discuss litigation, security, property acquisition or sale or the character and professional competence or physical or mental health of an individual (if needed). H.
