- The Mount Pleasant City Council will hold a regular meeting April 28, 2026, at 6:30 p.m. in the City Council Chambers located at 115 West Main Street, Mount Pleasant, Utah. Call to Order-Mayor 1. Opening Ceremony- By Invitation Pledge of Allegiance- Opening Prayer- 2. Roll Call - City Recorder 3. Consent Agenda - Mayor Claims Register: Dated 04/11/2026 to 04/24/2026 in the amount of $261,976.03 Approval of Minutes: April 14, 2026, Regular City Council Minutes 4. Public Comment Members of the public may address the City Council on matters not listed on the agenda. Those interested should sign up on the form just inside the council room door prior to the start of the meeting. Participation is limited to three minutes. Each participant will be allowed to address the Council and may submit documents outlining their issue. The Council cannot take legal action on public comment at this time. At the conclusion of each comment, the Council will have time to respond to criticism made by those who have addressed them, may ask staff to review a matter or may ask that a matter be placed on a future agenda. All City Council meetings are recorded. 5. Business/Action Items: a. Purchases & Requisitions i. Requisition #042601 to Wesco for MVA Transformer for Substation 3 in the amount of $653,054.00- Shane Ward ii. Requisition #042602 to Diamond Mountain Marketing for lights at Veteran's Memorial in the amount of $15,619.31-Shane Ward iii. Requisition #040603 to Les Olsen Company for a new printer at the Recreation Center amount not to exceed $8000.00 -Dave Oxman iv. Requisition #040604 to Sunrise Engineering in the amount of $10,400.00-Britanny Adams v. Ratification of Emergency Requisitions (if any) b. Approval of Resolution #2026-05 A RESOLUTION ADOPTING A PAPERLESS UTILITY BILLING POLICY FOR MT. PLEASANT CITY; ESTABLISHING LIMITED EXCEPTIONS; AND PROVIDING FOR RELATED MATTERS- Debbie James c. Approval of Resolution #2026-06 A RESOLUTION ADOPTING A MOTOR VEHICLE RECORD (MVR) POLICY FOR MT. PLEASANT CITY- Britanny Adams d. Approval of Resolution #2026-07 A RESOLUTION ADOPTING A RETURN-TO-WORK POLICY FOR MT. PLEASANT CITY- Britanny Adams e. Approval of Recommendation from Planning & Zoning - Proposed Rezone of Sensitive Land located at approximately 925 South and 100 West (Llama Lane), currently RA Zone extending south to the City Limits- Dave Oxman f. Approval of Ordinance #2026-07 AN ORDINANCE ESTABLISHING MITIGATION RATES AND A BILLING PROGRAM FOR FIRE DEPARTMENT SERVICES-Fire Chief Sam Draper 6. Discussion/Possible Action: a. Discussion/Possible Action: Truck Route for Gravel Pit South of City Park- Mayor Olsen b. Discussion/Possible Action: Irrigation Watering Practices, Enforcement Measures, and Field Watering Within City Limits -Colter Allen c. Discussion/Possible Action: Impact Fees Related to School District - Shane Ward 7. Reports Council Reports Staff Reports Mayor Report 8. Closed Session (if necessary) 9.
