Opening Ceremony: Council member Atkinson 3. Approval of minutes from July 9, 2025 and Approval of Agenda 4. Citizen Input: Questions and comments for Mayor & Council - Comments should be limited to not more than three (3) minutes. This is the time and place for any person who wishes to comment on non-agenda items and items that are relevant to the authority of the City Council. Items brought forward to the attention of the City Council will be turned over to staff to provide a response outside of the City Council meeting. 5. Council Business: a. NPPD Update b. Mayor/Staff Reports 6. Action Items: a. Consider Ordinance 2025-17, An Ordinance amending the Hyde Park Municipal Code to authorize and regulate medical cannabis pharmacies within the city. b. Consider Ordinance 2025-18, An Ordinance defining Temporary Gravel Pits in Hyde Park City. c. Consider a franchise agreement with Lumen Technology 7. Adjourn:
