THE CITY OF WEST JORDAN CITY COUNCIL MEETING COUNCIL CHAMBERS 3rd FLOOR 8000 SOUTH REDWOOD ROAD April 24, 2019 ***HAS BEEN POSTPONED TO MAY 1, 2019*** 5:30 P.M. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE 3. CITIZEN COMMENT Citizens are permitted to address the Council concerning any matter over which the Council has jurisdiction, including comments concerning an item on the agenda. The Council will allow 3 minutes to do so during this period. Written comments may be submitted if a citizen does not wish to speak. Any comments needing or requesting follow-up will be assigned to staff for further action as appropriate after the meeting. Please provide contact information on the sign-up sheet and state your name and phone number when speaking to the Council so later follow-up can take place. Persons who exceed the time or are otherwise disorderly may be expelled by the Council upon a two-thirds majority vote, as provided in Utah Code Annotated 10-3-608. The Council requires that citizens help maintain the decorum of the meeting by not applauding or booing, turning off electronic devices, not engaging in verbal attacks against others or being disrespectful during the proceedings of the meeting. 4. Receive public input and consider for and consider for approval Resolution 19-78, regarding funding recommendations of the West Jordan CDBG/HOME Committee for FY 2019-2020 as part of the FY 2019-2020 Annual Action Plan. Receive public input and consider for approval Ordinance 19-17, amending the 2009 West Jordan Municipal Code Title 13, 'Zoning Regulations,' Chapter 2 'Definitions,' adding definitions of residential 'Density,' City-wide applicability (Larry Gardner) c. Receive public input and consider for approval Ordinance 19-18, amending the 2009 West Jordan Municipal Code Title 13, 'Zoning Regulations,' Chapter 5A and 5F 'Establishment of Zones,' adding 'Cannabis Processing Facilities,' as a conditional use in the M-2 (Major Manufacturing) and A-20 (Agricultural 20-acre minimum lot) Zone, City-wide applicability (Larry Gardner) d. Receive public input and consider approving the Preliminary Development Plan for Brinkerhoff Bluffs for property located at 7653 South 1300 West in the PRD (M) (SHO) Zoning District, Cannon & Cannon/Gary Cannon, applicant (Larry Gardner) 6. CONSENT ITEMS a. Adopt Resolution 19-79, authorizing the Mayor to execute a contract with TDM, LLC for the 2019 West Jordan Manhole Raising Project at various locations in the City, in an amount not to exceed $197,145.00 (David Murphy) b. Adopt Resolution 19-80, supporting a Comprehensive Visioning Study for the Southwest Quadrant of Salt Lake County and regarding the proposed Olympia Hills Development (Mayor Riding) c. Adopt Resolution 19-81, authorizing the Mayor to execute a contract with Cervi for Stock during the Western Stampede Rodeo July 4, 5, and 6, 2019 (Korban Lee) d. Adopt Resolution 19-82, regarding the PRCA application for the July Rodeo, including the commitment up to a $75,000.00 purse. (Korban Lee) 7. CONSENT ITEMS DISCUSSION a. Discussion and possible action regarding any Consent Item(s) pulled by City Council 8. WORKSHOP a. Discussion regarding the Mayor and Council salary for the Mayor/Council form of government (January 6, 2020) 9. REMARKS 2-minutes per person 10. CLOSED SESSION a. Discussion of the character, professional competence, or physical or mental health of an individual b. Strategy session to discuss pending or reasonably imminent litigation c. Strategy session to discuss the purchase, exchange or lease of real property, including any form of a water right or water shares 11.
