Notice is hereby given that the Central Wasatch Commission Stakeholders Council will hold a meeting on Wednesday, December 17, 2025, beginning at approximately 3:30 P.M. You may attend the meeting at the anchor location: Millcreek City Hall located at 1330 E. Chambers Avenue, Millcreek, UT 84106, or virtually by registering at the below link. Please take notice that a quorum the Board of Commissioners (the 'Board') of the Central Wasatch Commission (the 'CWC') may attend the above-referenced meeting. The agenda for that meeting of the Committee is accessible here: Utah Public Notice Website, the anchor location, The Salt Lake Tribune, and Deseret News.
Civility and decorum should be applied in all discussions and debate. Difficult questions, tough challenges to a point of view, and criticism of ideas and information are legitimate elements of a free democracy in action. Public officials and the public are encouraged to refrain from making belligerent, personal, impertinent, slanderous, threatening, abusive, or disparaging comments.
3:30 P.M. Opening
1. Chair Maura Hahnenberger will open the public meeting as Chair of the Stakeholders Council of the Central Wasatch Commission.
2. Chair Hahnenberger will call for a motion to approve the minutes of the December 17, 2025 Stakeholders Council meeting.
3:35 P.M. December Meeting Recap
1. Chair Hahnenberger will give a recap of the December 17, 2025 Stakeholders Council meeting.
3:40 P.M. Council Admin
1. Chair Hahnenberger will review the new structure for Stakeholders Council meetings moving forward:
a. Stakeholders Council meetings will precede Board meetings by about 3 weeks and will include discussion about the upcoming Board meeting agenda.
b. Meetings will continue to feature breakout discussion groups.
c. The Stakeholders Council Chair will recount Stakeholders Council discussions and bring issues to the Board from the Stakeholders Council whether or not there is a formal letter.
d. Formal letters drafted and voted on by the Stakeholders Council are still an option, but they need to be drafted before the Stakeholders Council meeting at which it would be discussed and voted on.
2. The Millcreek Canyon Committee has disbanded. Its work and members will be absorbed by other committees.
3. Staff will review the resources available to the Stakeholders Council in the shared Google folder.
4. Conflict disclosure and other annual forms must be completed by June.
4:00 P.M. Draft Board Meeting Agenda Discussion
1. Council members will discuss the agenda for the April 13th Board meeting. Agenda topics are included in meeting materials.
2. Council members may suggest pertinent topics not covered by the agenda for Stakeholders Council leadership to bring to the Board.
4:55 P.M. 2026 Stakeholders Council Initiatives Brainstorm
1. Council members will review the notes and ideas from their discussions at the December 17, 2025 meeting and identify feasible initiatives for each committee to lead.
a. What ideas and initiatives identified during the December 17 meeting are within the role and power of the Stakeholders Council to accomplish?
i. Which committee(s), if any, would be best suited to lead each of these initiatives?
b. What ideas and initiatives identified during the December 17 meeting are within the role and power of the CWC Board and staff to accomplish?
2. CWC staff will communicate the outcomes of this exercise to committee chairs to discuss in subsequent committee meetings.
5:15 P.M. Next Steps
1. Council members will review any interim action items and system committee work to be done after this meeting.
5:20 P.M. Staff Announcements
1. The next Stakeholders Council meeting will be on June 3, 2026.
2. The next Board meetings will be on April 13th, May 4th (brief budget hearing), and June 22nd.

1. Chair Hahnenberger will call for a motion to adjourn the Stakeholders Council meeting.

Final action may be taken in relation to any topic listed on the agenda, including but not limited to adoption, rejection, amendment, addition of conditions and variations of options discussed.
