- Proposed Wastewater Impact Fee Amendment, User Rate Changes, and Manhole Access/Obstruction Fee NOTICE IS HEREBY GIVEN that the Bear Lake Special Service District (BLSSD) will hold a public hearing on October 15th, 2026 at 6:00 pm at the Bear Lake Special Service District Office, 147 West Logan Road, Garden City, Utah 84028. The purpose of the public hearing is to receive public comment and consider possible action regarding proposed changes to District wastewater fees, rates, and regulations, including: 1. Wastewater Impact Fee. Consideration of an amendment, replacement, or adoption of the District's wastewater impact fee enactment, including the amount and methodology used to determine wastewater impact fees and Equivalent Residential Unit (ERU) assessments for new development. 2. Wastewater User Rates and Fees. Consideration of amendments to the District's wastewater user-rate and fee structure, including rates and classifications applicable to residential, commercial, short-term rental, recreational vehicle, campground, multifamily, mixed-use, and other wastewater users. 3. Manhole Access and Obstruction Fee. Consideration of establishing a fee, charge, or other enforcement mechanism applicable when a person, property owner, contractor, company, or other entity covers, buries, conceals, obstructs, alters, or otherwise makes a District sewer manhole or other District sewer facility inaccessible, including costs associated with locating, uncovering, restoring access to, raising, repairing, or otherwise correcting the obstruction. The Board may consider public comments and may adopt, modify, postpone, or decline any of the proposed changes following the public hearing, as permitted by law. Copies of the proposed wastewater impact fee enactment, applicable impact fee analysis and supporting materials, and proposed rate and fee information will be made available for public review as required by Utah law. Interested persons are invited to attend the public hearing and provide comments regarding the proposed changes.
