Purpose: To receive public comment on, and to consider adoption of, (1) the Wastewater Impact Fee
Facilities Plan ('IFFP'); (2) the Wastewater Impact Fee Analysis ('IFA'); and (3) a
resolution enacting wastewater impact fees (the 'Impact Fee Enactment').
Purpose of the IFFP, IFA, and Impact Fee Enactment
The IFFP identifies the existing level of service, the proposed level of service, any excess capacity to
accommodate future growth at the proposed level of service, the demands new development activity will
place on the District's wastewater collection, treatment, and disposal facilities at the proposed level of
service, and the means by which the District will meet those growth demands. The IFA identifies the
impacts on system improvements required by new development activity, demonstrates how those impacts
are reasonably related to new development activity, estimates the proportionate share of the costs of
impacts on system improvements reasonably related to new development activity, and identifies how the
impact fee was calculated. The Impact Fee Enactment would establish the District's wastewater impact
fees based on the IFFP and IFA, consistent with the Utah Impact Fees Act.

Copies of the proposed IFFP, IFA, and Impact Fee Enactment, together with a summary written to be
understood by a lay person, are available for public inspection, free of charge, at least 10 days before the
date of the public hearing, online at https://bearlakessdut.gov/, or in person at the Bear Lake Special
Service District Office, 147 West Logan Road, Garden City, Utah 84028.
Public Participation
All interested persons are invited to attend the public hearing and will be given a reasonable opportunity
to be heard. Written comments may be submitted to the District at contact@bearlakessdut.gov or delivered
to the District office no later than 12:00 p.m. on Thursday, October 15, 2026. Pursuant to the Americans
with Disabilities Act, individuals needing special accommodations during this meeting should notify the
District at (435) 946-3201 at least 24 hours before the meeting.
