Opening Ceremony: Council member Brower 3. Perform Oath of Office for Mayor Cox, Council members Osborne and Fowles and City Treasurer Melissa Jacobson. 4. Acceptance of minutes from December 10, 2025 5. Approval of Agenda 6. Citizen Input: Questions and comments for Mayor & Council - Comments should be limited to not more than three (3) minutes. This is the time and place for any person who wishes to comment on non-agenda items and items that are relevant to the authority of the City Council. Items brought forward to the attention of the City Council will be turned over to staff to provide a response outside of the City Council meeting. 7. Council Business: a. Mayor/Staff/Council Reports b. Approve & Consent Planning Commission Chair & Mayor Pro-tem 8. Action Items: a. Consider Resolution 2026-02 - A resolution amending utility billing practices and water shutoff policies. b. Consider Resolution 2026-01- A resolution accepting a petition for annexation of parcel 04-015-0008 (Ty Measom). c. Consider the Gateway Phase 2 Final Plat d. Consider Policy for adding items to the City Council agenda. e. Consider Public Entity Resolution to authorize Melissa Jacobson and Donja Wright access to PTIF accounts. f. Consider Ordinance 2026-01rz - an ordinance approving a zoning map amendment for property located at approximately 70 S. Wolfpack Way, Hyde Park, UT 84318, parcel 04-031-0017, amending 3.47 acres from residential transition and agricultural to commercial zone 9. Discussion Items: a. General Plan Staff Report 10. Monthly Workshops 11. Adjourn:
