- The Mount Pleasant City Council will hold a regular meeting September 23, 2025, at 6:30 p.m. in the City Council Chambers located at 115 West Main Street, Mount Pleasant, Utah. Call to Order-Mayor 1. Opening Ceremony- By Invitation Pledge of Allegiance - Opening Prayer- 2. Roll Call - City Recorder 3. Consideration and Approval of a New Agenda Layout to Ensure Compliance with the Utah Open and Public Meetings Act (OPMA)-City Recorder 4. Consent Agenda - Mayor Claims Register: Dated 09/06/2025 to 09/19/2025 in the amount of $543,846.24 Approval of Minutes - Mayor August 26, 2025, Public Hearing Minutes September 9, 2025, Regular City Council 5. Swearing-In of the 2025-2026 Youth City Council- City Recorder 6. Public Comment Members of the public may address the City Council on matters not listed on the agenda. Those interested should sign up on the form just inside the council room door prior to the start of the meeting. Participation is limited to three minutes. Each participant will be allowed to address the Council and may submit documents outlining their issue. The Council cannot take legal action on public comment at this time. At the conclusion of each comment, the Council will have time to respond to criticism made by those who have addressed them, may ask staff to review a matter or may ask that a matter be placed on a future agenda. Approval of Ordinance #2025-03 Planned Unit Development Overlay Zone An Ordinance amending and restating in its entirety section 030, Chapter 16 of Title 10 of the Mount Pleasant Municipal Code to Amend the Planned Unit Development Overlay Zone.- Dave Oxman c. Approval of Ordinance 2024-07 Detached Accessory Dwelling Units An Ordinance Amending Chapter 18 of Title 10 of The Mount Pleasant Municipal Code to Include a New Section Establishing Regulations for Detached Accessory Dwelling Units. -Dave Oxman d. Approval of Ordinance 2024-08 Medium-High Density Residential Overlay Zone An Ordinance Amending Chapter 16 of Title 10 Of the Mount Pleasant Municipal Code to Establish a Medium-High Density Residential Overlay Zone.-Dave Oxman e. Approval of Resolution Mt. Pleasant City Resolution 2025-11 A Resolution of Mt. Pleasant City, Sanpete County, Utah, adopting the Mt. Pleasant City Transportation Master Plan.- Rondy Black f. Approval of relocation of Mt. Pleasant Rodeo Arena to the combined Equestrian Center Facilities- Paul Madsen g. Approval of Grandstand Seating: 1,000 seats; total cost of $200,000- Paul Madsen h. Approval of Participation in the UAMPS Fremont Solar and Battery Project, Including Approval of the Power Purchase Agreement and Authorization for the City's UAMPS Representative to Execute Related Transaction Schedules- Shane Ward 8. Consideration and Approval of the Recommendation from the Planning and Zoning Commission to Rezone Block 92, located between State Street and 100 East, and 400 North to 500 North, from its current zoning designation to Modified Commercial. - Dave Oxman 9.
