CALL TO ORDER: 1. Call to Order - Mayor Justin Sip 2. Pledge of Allegiance - Councilman Williams 3. Statements of Belief/Opening Prayer - Councilman Chaves B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from December 4, 2024 City Council Meet-ing. 2. Review and possible approval of City Expenditures from November 2024. D. PRESENTATION: 1. Audit Presentation - Keddington and Christensen 2. Toquerville Parkway Update - Darrin LeFevre E. PUBLIC FORUM: Limit three (3) minutes per person; please address the microphone and state full name and address. Please note there will be no response by any city official during this time. For specific questions, please contact staff directly. F. BUSINESS: 1. Discussion and possible action on a Land Use Ordinance Text Amendment Application sub-mitted by Desert Sands Development and Jerry Eves. 2. Discussion and possible action on project time charges extension for JP Excavating on the Toquerville Parkway Bid Package B project. 3. Discussion and possible appointment of a Planning Commissioner to serve a 4-year term. 4. Discussion and possible appointment of a Planning Commissioner to serve a 4-year term. 5. Discussion and possible appointment of a Planning Commission alternate to serve a 4-year term (if an alt. moves to commissioner). 6. Discussion and possible action on appointing Toquerville City Mayor Pro Tempore for the cal-endar year of 2024. 7. Discussion and possible action on Resolution 2024.XX - WCSWD representative appoint-ment. 8. Discussion and possible action on Resolution 2024.XX - Southwest Mosquito Abatement rep-resentative appointment. 9. Discussion and possible action on Resolution 2024.XX - HVFSSD representative appoint-ment. 10. Discussion and possible action on Resolution 2024.XX - ACSSD representative appointment. 11. Discussion and possible action on Resolution 2024.XX - ACSSD Mayoral representation to the Administrative Council. 12. Discussion and possible action on approving Change Order #13 in the amount of $643,049.05 for electrical infrastructure on Toquer Boulevard. 13. Discussion and possible action approving Rocky Mountain Power's Work Order to remove ex-isting overhead poles across the Hogsback and relocate to underground equipment. G. CALENDAR OF EVENTS: 1. Toquerville City Office will be closed Wednesday, December 25, 2024, in observance of Christmas Day. 2. Toquerville City Office will be closed Wednesday, January 1, 2025, in observance of New Years Day. H. CLOSED SESSION: Discuss litigation, security, property acquisition or sale or the character and professional competence or physical or mental health of an individual (if needed). I.
