a. OAM2024-001135- Proposed amendments to Section 19.28.060 'Lot Coverage' in single family residential zones and Section 19.48.040 'Standards for Parking in R-1 and R-2 Residential Zones' to consider modifications to the maximum amount of impervious surface allowed in front yards and to clarify the standards for parking motor vehicles and recreational vehicles in residential areas of Kearns. b. OAM2024-001140 Miscellaneous Amendments to Titles 18 and 19 of Kearns Code: Staff are bringing forth several proposed amendments for Council consideration. These proposed revisions are intended to clarify language, remove inconsistencies, and address any other conflicts that have arisen during the application of the ordinance. These amendments were recommended by the Commission on May 6th, 2024. At the May 20th meeting, the Council may vote to adopt, adopt with revisions, or not adopt Miscellaneous Amendments to Titles 18 and 19. Planner: Kayla Mauldin (Motion/Voting)
c. Small Business Assistance Grant: A proposed resolution establishing a one-time Small Business Assistance Grant for the City of Kearns and authorizing staff to proceed with administering the grant application and awards. Staff: Daniel Torres (Motion/Voting)
d. RFQ for Kearns Community Center: Staff are seeking authorization from the Council to move forward with publishing a Request for Qualifications (RFQ) regarding the transition of Oquirrh Hills Elementary School to the Kearns Community Center. The RFQ seeks to find qualified contractors to perform a professional building inspection, prepare architectural plans, and develop a plan for making needed improvements. e. Presentation Regarding the Implementation of Moderate Income Housing Strategy E: Staff will present the findings of the Accessory Dwelling Unit (ADU) Survey that was live during summer and fall of 2023. Staff will also discuss Utah moderate income housing planning and implementation requirements, literature related to accessory dwelling unit regulation, and relevant case studies. Following the presentation, staff will answer any questions, and the Council may direct further action related to Strategy E. Planner: Kayla Mauldin (Discussion / Possible Motion)
f. Thriving Communities Visit: Members of the team providing Kearns technical assistance through the U.S. Department of Transportation Thriving Communities Program will be visiting Kearns June 6ththrough 8th. Staff will discuss the proposed agenda and opportunities for the Council to engage. Planner: Kayla Mauldin (Discussion)
