- Lead and Copper Rule Revision Service Line Material Inventory Campaign;

Redevelopment Agency:
- Redevelopment Agency Business; and
- Redevelopment Agency Comments.
Information Items:
- Monroe Water Line Project; and
- 20th Street Quincy to Harrison Reconstruction Project.

a. Fiscal Year 2024-2025 Financial Principles. Proposed Joint Resolution 2024-1 establishing governing financial principles relating to general financial management, user fees, capital improvements, debt, investments, and reserves. (Adopt resolution)

a. Fiscal Year 2024-2025 Annual Action Plan:
i. Presentation.

1. Program Guideline Changes - HELP Program. Proposed Resolution 2024-3 adopting changes to the Home Exterior Loan Program. (Adopt/not adopt resolution - roll call vote)
2. Fiscal Year 2024-2025 Annual Action Plan. Proposed Resolution 2024-4 adopting the Annual Action Plan for the period July 1, 2024, through June 30, 2025, and directing that this document be submitted to the U.S. Department of Housing and Urban Development. (Adopt/not adopt resolution - roll call vote)
6. Report from Planning Commission:
a. Proposed Short Term Rental Ordinance Amendments. Proposed Ordinance 2024-12 addressing complaints about residential vacation rentals, specifically concerns of parking, noise, and ensuring owner occupancy for units meant to be owner-occupied. (Receive public input; adopt/not adopt ordinance - roll call vote)
7. Report from Administration:
a. Mayor's Proposed Fiscal Year 2024-2025 Budget. Mayor Benjamin K. Nadolski will present the proposed Fiscal Year 2024-2025 Budget. (Accept for review - voice vote)
8. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their name for the record. Comments which cannot be made within these limits should be submitted in writing to the City Council Office (citycouncil@ogdencity.com).
The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an agenda item that includes a public hearing should be given during the meeting as that item is discussed.

Proposed Resolution 2024-1 regarding a budget amendment in the amount of $66,064,650 to recognize and appropriate bond proceeds and additional funds to the Redevelopment Agency General Fund, Housing Fund, Hinckley Drive Redevelopment Area and Continental Redevelopment Area budgets.
