JOIN OUR ONLINE OPEN HOUSE Open Houses are currently held electronically without an anchor location. ABOUT OPEN HOUSES This Open House meeting will not have an anchor location. The Planning Division will be hosting an online version of the open house as an opportunity to review each project and provide comments and questions. To attend, click on the project link for each item below. Your input is valuable! PUBLIC COMMENTS AND QUESTIONS We want to hear from you! Public comments and questions will be received within the public comment window. To submit a comment or question please contact the staff planner via email or leave a voicemail, your questions will be answered within a week after the comment window has ended. During and following this comment period, the Planning Division will evaluate the proposal against the applicable zoning standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission. ACTIVE PROJECTS This is a list of active projects open for public comment. --- Alta North Station Apartments Design Review Travis Nicholes of JZW Architects, representing the property owner, is proposing an affordable housing residential development with 307 units and 119 parking stalls. This project is located in the Transit Station Mixed Use Employment Center Core (TSA-MUEC-C) zoning district. Design Review approval by the Planning Commission is required for this proposal because it includes a building fa ade longer than 200 feet along Orange Street. This Design Review requires review and approval by Planning Commission prior to the development of the site. A public hearing with the Planning Commission has not been scheduled at this time. The proposal would rezone the properties from R-1/7,000 (Single-Family Residential) to RMF-30 (Low Density Multi-Family Residential). The intent of the proposed amendment is to allow townhomes to be built on the property. The total area included in the proposal is approximately 0.82 acres or about 35,719 sq. ft. The project has a ground-floor retail/commercial space, 302 residential units, and a total of seven floors. The applicant has requested a setback modification on the eastern border of the project, as well as a reduction of the parking requirements. The applicant's narrative explains their intention to create more affordable housing units. The proposal is to construct an 8 story, multifamily residential, mixed-use building with 160 dwelling units. The unit mix includes 51 studios, 19 one-bedrooms, 34 two-bedroom double occupancy units, and 1 three-bedroom unit and 55 4-bedroom units. The first floor of the building will consist of an interior parking structure, leasing offices, commercial, and residential amenity spaces. Level 2 consists of interior parking wrapped with residential units while levels 3-8 consist of residential units and associated amenity spaces including a roof top courtyard with a swimming pool on level 3. The R-MU zone allows a maximum building height of 75 FT and the applicant is requesting Design Review approval for a maximum building height of 93 FT. The subject property is located within the 125 FT height zone map for the R-MU District as identified in City code 21A.24.170.F.3 where buildings taller than 75 FT, up to a maximum of 125 FT, may be authorized through the Design Review process subject to Planning Commission review and approval. The applicant is seeking Planned Development approval for the following: - Building without street frontage: Two buildings are proposed, and the rear building does not have frontage on a public street. - Additional height up to 5'. The maximum height permitted by right is 30' and the proposed height is 32'6', which allows for 9' ceilings on all floors. More specifically: - Subsection 21A.27.020.C Building Form Standards: The section contains language that exempts certain building additions from development standards, such as setback, height, density and design standards. We propose to delete this section because it conflicts with the purpose and intent of the zoning ordinance, and it is inconsistent with the purpose of the district. - Section 21A.27.030: Building Configuration and Design Standards: Some exemption to building additions is warranted and will be included in this section. For example, changes to existing buildings not affecting a building entrance will not require compliance with entry features standards, and small additions will not trigger open space area requirements. - Footnotes in Table 21A.27.050.C.3. Any other inconsistent regulations or incorrect regulations that are identified as part of the project will also be included in the proposal.
