Comments, which cannot be made within these limits, should be submitted in writing to the City Recorder at nancy.dean@clearfieldcity.org.
The Mayor and City Council encourage civil discourse for everyone who participates in the meeting.
2. CONSIDER APPROVAL OF RESOLUTION 2023R-10 AUTHORIZING THE CORRIDOR AGREEMENT BETWEEN LAYTON CITY, CLEARFIELD CITY, SUNSET CITY, ROY CITY, WEST HAVEN CITY, AND MARRIOTT-SLATERVILLE CITY WITH THE UTAH DEPARTMENT OF TRANSPORTATION (UDOT) TO ESTABLISH DEVELOPMENT GUIDELINES WITH REGARD TO STATE ROUTE 126
BACKGROUND: The UDOT SR - 126 Corridor Agreement is the result of a multi-year effort by Clearfield City and UDOT to establish a unified vision and development guidelines with regards to State Route 126, known locally as State Street & Main Street. As a UDOT facility, development along this corridor requires state approval for access and traffic management. As a result of the Creating Downtown Clearfield Small Area Plan and the Downtown Clearfield Form-Based Code, Clearfield City desires to beautify the corridor and provide traffic calming measures to create a walkable and safe downtown. Some of these elements include: wider sidewalks and street buffers, planted street medians, street furniture and trees, and protected bike lanes. UDOT desires to establish standards for access management and increase safety through the control of turning movements and street paving and striping design. Additionally, UDOT desires to establish a minimum needed right-of-way width for the corridor that can be applied in all communities while also recognizing the local constraints and needs of the communities within which SR 126 transverses. To address both the City and UDOT desires and needs, staff has worked with UDOT staff over the past five years to create and adopt this corridor agreement for the stretch of SR - 126 that passes through Clearfield. With this agreement, Clearfield City will have the assurances that UDOT will allow certain aspects of the downtown redevelopment and design of the street. UDOT will have assurances that left-turn movements will be directed towards signalized intersections and that access management for the purposes of public safety will be best designed for and constructed.
RECOMMENDATION: Approve 2023R-10 authorizing the Corridor Agreement with UDOT to establish development guidelines with regard to SR-126, and authorize the Mayor's signature to any necessary documentation.
3. CONSIDER APPROVAL OF THE CONTRACT AMENDMENT FOR THE CONSTRUCTION MANAGEMENT FOR THE CLEARFIELD STATION TOD WITH SUNRISE ENGINEERING
BACKGROUND: The initial contract with Sunrise Engineering was for the first phase of construction for the Clearfield Station TOD, but with the additional funding becoming available from Davis County and the Governor's office, the second (and last) phase of the project was approved for construction. The original contracted amount for Sunrise Engineering was spent more slowly than expected and an amendment is needed for the construction management of the final improvements. This contract and amendment are based on a time and materials basis, meaning the City can dictate the timing of using this amount. The contract amendment will be for $150,000, but staff will reduce the hours Sunrise Engineering has historically applied and utilize the Public Works Inspector more.
RECOMMENDATION: Approve the contract amendment for the construction management for the Clearfield Station TOD with Sunrise Engineering, and authorize the Mayor's signature to any documents.
