CALL TO ORDER: 1. Call to Order - Mayor Justin Sip 2. Pledge of Allegiance - Councilman Campbell 3. Statements of Belief/Opening Prayer - Councilman Chaves B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from October 19, 2022, and December 7, 2022. 2. Review and possible approval of City Expenditures from November 2022. D. CITY DEPARTMENT REPORTS 1. Stanley Consulting - Toquerville Parkway updates. E. BUSINESS: 1. Discussion and possible action on Pecan Lane proposal submitted by Jay Maxwell and Lisa Atkin. 2. Discussion and possible action on Toquerville Culinary Water Master Plan and Impact Fee Facilities Plan Work Order. 3. Discussion and possible action on sole source by Holbrook Asphalt (HA-5/crack seal). 4. Discussion and possible action on Resolution 2022.XX clarifying the requirement for a list or table of permitted/prohibited uses within an MPDO development in all MPDO Plans, rules of interpretation of said use table and a declaration of the legal effect of a use table upon an MPDO Plan receiving final approval. 5. Discussion and possible action on a nightly rental application submitted by Kaesha Fry. Tax ID T-125-D-1-A. Current zoning is Agriculture A-1. F. CALENDAR OF EVENTS: 1. Toquerville City Office will be closed December 26, 2022, in observance of Christmas Day and January 2, 2023, in observance of New Years Day. G. EXECUTIVE SESSION: 1. Discussion of the character, professional competence, or physical or mental health of an individual. H.
