CALL TO ORDER: 1. Call to Order - Mayor Justin Sip 2. Pledge of Allegiance - Councilman Williams 3. Statements of Belief/Opening Prayer - Councilman Bringhurst B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from November 16th Regular Business Meeting. D. CITY DEPARTMENT REPORTS: 1. Ash Creek Special Services District Representative 2. Hurricane Valley Fire District Representative - Merlin Spendlove 3. Planning Commission Chair Pro Tempore - Shaun Huntsman 4. City Manager - Afton Moore 5. City Attorney - Heath Snow E. Discussion and possible action Resolution 2022.XX WCSWD representative appointment. 5. Discussion and possible action Resolution 2022.XX Southwest Mosquito Abatement representative appointment. 6. Discussion and possible action on Resolution 2022.XX HVFSSD representative appointment. 7. Discussion and possible action on Resolution 2022.XX ACSSD representative appointment. 8. Discussion and possible action on Resolution 2022.XX ACSSD Mayoral representation to the Administrative Council. 9. Discussion and possible action on naming Mayor Pro Tempore for 2023. G. CALENDAR OF EVENTS: 1. Wreaths Across America - Saturday, December 17, 2022, at Toquerville City Cemetery 10:00 AM H. CLOSED SESSION: Strategy sessions to discuss the purchase, exchange, or lease of real property, including any form of a water right or water shares. I.
