- Public notice is hereby given of a Hyrum City Council Meeting to be held in the Council Chambers, 60 West Main, Hyrum, Utah at 6:30 PM, November 5, 2020. The proposed agenda is as follows: 1. ROLL CALL 2. CALL TO ORDER 3. WELCOME 4. PLEDGE OF ALLEGIANCE 5. INVOCATION 6. APPROVAL OF MINUTES: A. City Council Minutes - October 15, 2020 7. AGENDA ADOPTION 8. PUBLIC COMMENT 9. PUBLIC HEARING: A. To receive public comment in regards to a petition filed by Mitchel V. and Mary Kay Olsen, and Chet W. and Jurene D. Olsen proposing the annexation of 18.553 acres more or less of real property located between approximately 1200 South to 1300 South between 400 East to 650 East (Cache County Address 6700 South to 6800 South between 250 West to 500 West). 10. SCHEDULED DELEGATIONS: A. Megan Woolstenhulme - To request City sponsorship of additional days and times for fitness classes at the Elite Hall. B. Kayla Larsen- To request a Home Occupation Business License at 454 South 1540 East for a floral business. 11. INTRODUCTION AND ADOPTION OF AN ORDINANCE: A. Ordinance 20-04 - An Ordinance amending Title 3, of Chapter 3.04 (The Purchasing Ordinance) of the Hyrum City Municipal Code by adding Section 3.04.100 Conflict of Interest in Procurement. 12. OTHER BUSINESS: A. Consideration and approval of Canyon Estates Pioneering Agreement. B. Discussion on Annexation Agreement for the Lewis Annexation. C. Discussion on EMS Service Fees. D.
