NOTICE OF COTTONWOOD HEIGHTS CITY COUNCIL WORK SESSION AGENDA Notice is hereby given that the Cottonwood Heights City Council will hold a Work Session at approximately 5:00 p.m., or soon thereafter, on Tuesday, September 17, 2019, in the Cottonwood Heights City Council Work Room located at 2277 East Bengal Boulevard, Cottonwood Heights, Utah. 5:00 p.m. 1. Central Wasatch Commission (CWC) Report - Mr. Ralph Becker, CWC Executive Director (Mr. Becker will provide the City Council a report on the CWC latest activities.) 2. Review of Business Meeting Agenda - Mayor Mike Peterson 3. Staff Reports (Each week the city council and staff provide informational reports as a method of keeping up on the day-to-day activities of the city. This agenda item is set aside to allow council members to ask questions or for staff to bring the council up to date of any changes since the report was made.) a. Adjourn City Council Work Session COTTONWOOD HEIGHTS CITY COUNCIL AGENDA Notice is hereby given that the Cottonwood Heights City Council will hold a Business Meeting beginning at approximately 7:00 p.m., or soon thereafter, on Tuesday, September 17, 2019 in the Cottonwood Heights City Council Chambers located at 2277 East Bengal Boulevard, Cottonwood Heights, Utah. 7:00 p.m. 1.0 WELCOME/PLEDGE 2.0 PROCLAMATIONS AND RECOGNITIONS 2.1 Unified Fire Authority (UFA) will award Officer Polly Harris and Officer Brayden Phelps with Lifesaving Awards - UFA 2.2 Proclamation 2019-07 Recognizing the Brighton High School Boys Soccer Team State Championship - Mayor Peterson 2.3 Proclamation 2019-08 Recognizing the Baha'I Community Day in Cottonwood Heights - Mayor Peterson 2.4 Beautification Awards - Presented by Mayor and City Council. 3.0 CITIZEN COMMENTS (Please note: In order to be considerate of everyone attending the meeting public comments will typically be limited to three minutes per person per item. A spokesperson who has been asked by a group to summarize their concerns will be allowed five minutes to speak. Comments which cannot be made within these limits should be submitted in writing to the City Recorder prior to noon the day of the meeting.) 4.0 ACTION ITEMS 4.1 Consideration of Resolution 2019-52 Approving a Grant Agreement with the State of Utah for the 2019 Arts and Museums Division Grant. (By this resolution, the council will approve the city's entry into an agreement with the state of Utah concerning a $4,500 grant administered by the state's Division of Arts and Museums). 4.2 Consideration of Resolution 2019-53 Accepting a Bid and Approving a Construction Contract with Kilgore Contracting for the 3000 East Overlay Project. (By this resolution, the council will accept a $223,162 bid and approve the city's entry into a construction contract with Kilgore Contracting for the city's 3000 East asphalt overlay project). 4.3 Consideration of Resolution 2019-54 Accepting a Bid and Approving a Construction Contract with M & M Asphalt Services, Inc. for the 2019 Asphalt Crack Seal Project. (By this resolution, the council will accept a $140,558 bid and approve the city's entry into a construction contract with M & M Asphalt Services, Inc. for the city's 2019 asphalt crack seal project). 4.4 Consideration of Resolution 2019-55 Accepting a Bid and Approving a Construction Contract with Peck Striping, Inc. for the 2019 City-Wide Striping Project. (By this resolution, the council will accept a $109,197 bid and approve the city's entry into a construction contract with Peck Striping, Inc. for the 2019 city-wide striping project). 4.5 Consideration of Resolution 2019-56 Accepting a Bid and Approving a Construction Contract with D.R.D. Paving, LLC for the Mountain Estates Sump Project. (By this resolution, the council will accept a $39,686 bid and approve the city's entry into a construction contract with D.R.D. Paving, LLC for the city's Mountain Estates sump project). 4.6 Consideration of Resolution 2019-57 Approving Appointments to the City's Historic Committee. (By this resolution, the council will approve the manager's appointments of (a) Paul Brenner to the city's Historic Committee, and (b) Jim Kitches as the chair pro tem of the Historic Committee). 4.7 Consideration of Resolution 2019-58 Approving Re-appointments to the City's Parks, Trails and Open Space Committee. (By this resolution, the council will approve the manager's re-appointment of all of the members of the city's Parks, Trails and Open Space Committee whose terms of office expired on 1 July 2019). 4.8 Consideration of Resolution 2019-59 Approving Entry into a Consulting Agreement with T-O Engineers, Inc. for a Stormwater Master Plan Update. (By this resolution, the council will approve the city's entry into a consulting agreement with T-O Engineers, Inc. for an update to the city's stormwater master plan). 5.0 CONSENT CALENDAR Approval of the City Council Meetings Minutes of August 6, August 27, and September 3, 2019. 6.0 ADJOURN CITY COUNCIL BUSINESS MEETING On Friday, September 13, 2019 at 4:00 p.m. a copy of the foregoing notices was posted in conspicuous view in the front foyer of the Cottonwood Heights City Offices, Cottonwood Heights, Utah. A copy of this notice was emailed to the Salt Lake Tribune and Deseret News, newspapers of general circulation in the City by the Office of the City Recorder. The Agendas were also posted on the City's website at www.ch.utah.gov and the Utah Public Notice website at http://pmn.utah.gov DATED THIS 13th day of September 2019 Paula Melgar, City Recorder Council Members may participate in the meeting via telephonic communication.
