City Council, Redevelopment Agency, and Municipal Building Authority Agenda June 2, 2026 Third Floor - City Council Work Room, Council Chambers, and via Zoom 2549 Washington Boulevard, Ogden, Utah 84401 4:00 p.m. Joint Work Session City Council, also acting as the Redevelopment Agency and Municipal Building Authority City Council Work Room The purpose of the joint work session includes presentations and discussions regarding: - Agenda Review for the City Council, Special Redevelopment Agency, and Special Municipal Building Authority meetings; - Proposed Fiscal Year 2026-2027 Budget: o General Discussion - Fiscal Year 2027-2031 Capital Improvement Plan; o General Discussion - Final Budget Schedule A-1 Changes; - Proposed Fiscal Year 2025-2026 Ogden City Year-End Budget Amendments; - Proposed Fiscal Year 2025-2026 Redevelopment Agency Year-End Budget Amendments; - Council/Board/Trustee Business; - Council/Board/Trustee Comments; and - Closed Session. Consideration of adjourning into a Closed Session pursuant to one or more of the provisions of Section 52-4-205(1) of the Open and Public Meetings Law: a. Discussion of the character, professional competence, or physical or mental health of an individual b. Strategy session to discuss collective bargaining c. Strategy session to discuss pending or reasonably imminent litigation d. Strategy session to discuss the purchase, exchange, or lease of real property e. Strategy session to discuss the sale of real property f. Discussion regarding deployment of security personnel, devices, or systems g. Investigative proceedings regarding allegations of criminal misconduct. Proposed Executive Municipal Officer Compensation. Scheduling a public hearing to allow public input regarding proposed Executive Municipal Officer Compensation. (Set public hearing for June 16, 2026) b. Proposed Utility Enterprise Fund Transfers. Scheduling a public hearing to allow public input regarding proposed transfers from the City's Utility Enterprise Funds to the General Fund. (Set public hearing for June 16, 2026) c. Proposed Fiscal Year 2027-2031 Capital Improvement Plan. Proposed Ordinance 2026-9 approving the Capital Improvement Plan for the Fiscal Years 2027-2031. (Set public hearing for June 16, 2026) d. Proposed Fiscal Year 2026-2027 Salary Schedules. Proposed Ordinance 2026-10 adopting salary schedules for employees of the City. (Set public hearing for June 16, 2026) e. Proposed Fiscal Year 2026-2027 Arts Grants Funding. Proposed Resolution 2026-5 awarding Arts Grants for Fiscal Year 2026-2027 and setting forth findings pursuant to Utah Code Annotated 10-8-2. (Set public hearing for June 16, 2026) 5. Public Hearings: a. Proposed Fiscal Year 2025-2026 Year-End Budget Amendments. Proposed Ordinance 2026-11 addressing anticipated year-end needs including budget increases to maintain current operational and capital priorities as well as incorporate grant funding. (Adopt/not adopt ordinance - roll call vote) b. Proposed Fiscal Year 2026-2027 Tentative Budget. Proposed Ordinance 2026-8 adopting the Tentative Budget for Fiscal Year 2026-2027. (Adopt/not adopt ordinance with Schedule A changes; set/not set public hearing for June 16, 2026) 6. Reports from Administration: a. Proposed Business Depot Ogden (BDO) Lease Revenue/Defense Depot Ogden Utah (DDOU) Ordinance Amendments. Proposed Ordinance 2026-12 amending Section 4-3A-7 of the Ogden Municipal Code related to conveyance of DDOU property. (Receive public input; adopt/not adopt ordinance - roll call vote) b. Proposed Quality Neighborhoods Initiative Renewal. Proposed Joint Resolution 2026-1 renewing and updating the Quality Neighborhoods Initiative for Fiscal Years 2027-2031 to implement a citywide-needs framework for neighborhood stabilization, housing preservation, neighborhood infrastructure investment, and regional housing coordination. (Receive public input; adopt/not adopt resolution - roll call vote) 7. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any issue or topic. To ensure that the meeting is managed in an orderly and efficient manner, public comments will be limited to three minutes or less per person, as determined by the Council Chair.
