Welcome and Public Meeting Rules. 2. The Council will consider adopting a joint ceremonial resolution with Mayor Mendenhall celebrating June 2026 as Pride Month. I. PUBLIC HEARINGS: 1. Public Hearing: Significant Parcel Conveyance for Mountain View Corridor Construction The Council will accept public comment on the process to transfer a significant parcel of real property to the Utah Department of Transportation (UDOT) for the construction of the Mountain View Corridor. Utah Code § 72-4-105 authorizes UDOT to designate existing city streets as state highways, in cooperation with the city, without providing compensation to the municipality however, in this instance, UDOT is seeking title of these city streets and is compensating the City through a roughly equal exchange of property. A public hearing is required under Salt Lake City Code Section 2.58.040, but no further action is required by the Council. Ordinance: Indefinite Closure of 7200 West Between Interstate 80 and California Avenue The Council will accept public comment and consider adopting an ordinance that would indefinitely close a City-owned right-of-way on a portion of 7200 West between California Avenue and the Southerly Boundary of 152 South 7200 West pursuant to Utah Code §72-5-105. The proposal would continue to mitigate unsafe conditions and prevent substantial municipal expenditures and environmental degradation. In March 2024, the Council adopted an ordinance temporarily closing a portion of 7200 West between California Avenue and Interstate 80 due to unsafe conditions and illegal dumping. The temporary closure has proven effective, prompting the request for an indefinite closure. The abutting property owners and Rocky Mountain Power are supportive of the indefinite closure. Ordinance: Indefinite Closure of 200 South Between Montgomery Street and Approximately 1640 West The Council will accept public comment and consider adopting an ordinance that would indefinitely close a City-owned right-of-way on a portion of 200 South between Montgomery Street and approximately 1640 West pursuant to Utah Code §72-5-105. The proposal is part of a current project to create a new Railroad Quiet Zone in the City. The closure would mitigate noise injuries, improve adjacent private property resources, and mitigate unsafe conditions the railroad crossing presents. The abutting property owners, Rocky Mountain Power, Union Pacific Railroad, and Patriot Rail have been notified of the indefinite closure. Ordinance: Lost and Mislaid Property at Airports Text Amendment The Council will accept public comment and consider adopting an ordinance that would amend portions of Salt Lake City Code pertaining to lost and mislaid property at airports. The proposal is necessary to comply with Senate Bill 172, passed in the 2026 general session of the Utah Legislature, and to codify the process by which the Salt Lake City Department of Airports disposes of lost or mislaid property left at the international airport. Ordinances relating to Fiscal Year 2026-27 City Budget, including the budget for the Library Fund The Council will accept public comment on one or more ordinances adopting the interim budget for Salt Lake City for Fiscal Year 2026-27, including the employment staffing document and the proposed property tax increase outlined in the Property Tax Impact Schedule. Salt Lake City is considering a tax rate adjustment exceeding the certified tax rate, including the impact of 12.5%, which would equate to $13,500,000 revenue for City services. The proposed increase will serve to support various services of the City, including but not limited to the City Departments of Fire, Public Lands, Justice Court, Attorney, Community & Neighborhoods, Sustainability, and adjustments to the Street Lighting Fund, Capital Improvement Projects Fund, and Fleet Centralized Maintenance fund, in addition to the arrangement between the City and the Legal Defender Association. Resolution: Addendum No.10 to the Interlocal Agreement with the Utah Transit Authority (UTA) for Transit Master Plan Frequent Bus Service Routes Implementation The Council will accept public comment and consider adopting a resolution that would authorize the Mayor to enter into the proposed addendum No.10 to the Interlocal Agreement with UTA to implement 2026-27 Frequent Service Network (FSN) Routes . Frequent service is a goal for buses to arrive at least every 15 minutes. This agreement covers the routes on 200 South, 900 South, 2100 South, and 1000 North. The interlocal agreement signed in 2018 is for twenty years, with a goal of full implementation of the FSN Routes as described in the City's Transit Master Plan. Ordinance: Fortune Road Partial Street Vacation The Council will consider adopting an ordinance that would vacate a portion of Fortune Road from approximately 2040 West Fortune Road to the intersection at Wallace Road. The petitioner owns all land adjacent to the proposed street vacation. The proposal would restrict access to their properties, thereby increasing public safety. If approved, the right-of-way would be sold to the petitioners at fair market value and incorporated into their private property. Located within Council District 2. Petitioner: Thatcher Company Inc. Ordinance: Mansell Manor Zoning Map Amendment The Council will consider adopting an ordinance that would amend the zoning of the property at 1726 South Jefferson Street and a portion of 1750 South Jefferson Circle from MU-11 (Mixed Use District 11) and RMF-35 (Moderate Density Multi-Family Residential District) to MU-8 (Mixed-Use District 8). The proposal would allow the applicant to construct a multi-family development, however the applicant has not provided details on the proposed development at this time. The proposed Community Benefit for the project states that 15% of the developed units will be sold or rented at 80% AMI (Area Median Income) or below.
