Approval of September 19th, 2023 Meeting Minutes C) Commissioner Declarations of Conflict of Interest D) Public Comments (please limit comments to 3 minutes) E) Presentations - None F) Action Items - 1. Kimberly Harrison - Discussion/Decision - Treasurer Approval of the upgrade to a new postal machine and contract. 2. Penny Butler - Discussion/Decision - Clerk/Auditor Request to change Morgan County's flat rate of $300 to the State standard of 1/2 tax due or max of $1,186.00, whichever is less for Indigent Abatement property tax relief. 3. Jeremy Archibald - Discussion Decision - IT Ratification of IT Policies and incident response plan. 4. Commission - Discussion/Decision - UCIP Request for approval of Resolution CR-23-11 appointing a representative and an alternate representative for the Utah Counties Indemnity Pool Annual Membership meeting. 5. Jeremy Lance/Josh Cook - Discussion/Decision - Planning Department Wasatch Peaks Ranch, LLC requests approval of Wasatch Peaks Ranch Phase 3A Final Plat, a proposed subdivision of 26 lots. Location: approx.: 4213 N Morgan Valley Dr 183.18 Acres. 6. Commission Vice Chair Blaine Fackrell - Discussion/Decision - Commission Ratify the Dome Project at East Canyon G) PUBLIC HEARINGS 1. Josh Cook - Discussion/Decision - Planning Department Amendment to the Morgan County Code by modifying the following sections of Morgan County Code: MCC 8-12-20: Change the requirements for a Concept Plan to apply to 8 lots or less. MCC 8-12-46: Utilities - This will change the 'Utilities' section to define 'Dry Utilities'. MCC 8-5K-2: Scope. This will change the requirements within the Town Center zoning concerning Development Agreements. Commissioner Comments - Commissioner McConnell - Commission Vice Chair Fackrell - Commissioner Wilson - Commissioner Andersen - Commission Chair Newton Adjourn - Note: The Commission may vote to discuss certain matters in Closed Session (Executive Session) pursuant to Utah Code Annotated ยง52-4-205.
