- 1 ADMINISTRATIVE CONTROL BOARD OF THE GRAND COUNTY RECREATION SPECIAL SERVICE DISTRICT NO. 1 Meeting Minutes 05.20.2026 Old Spanish Trail Arena, Moab, Utah __________________________________________________________________________________________ Board Members Present: Robert Kraft, Patricia Jones, Jim Lewis, Ken Minor, Robert Hollahan, Brian Martinez for Mike McCurdy Absent and Excused: Mike McCurdy, Patrick Trim Staff in Attendance: Shadie Blake Call to Order: The meeting was called to order by Lewis at 7:03 P.M. Citizens to Be Heard: No public comments were received. Approval of Meeting Minutes: The minutes of March 18, 2026, meeting and April 15,2026, meeting minutes. Motion - Kraft Second - Jones Motion - Kraft Second - Jones Vote: Motion carried unanimously by roll call vote. OSTAC REPORT: Angie Book Events and Facility Updates: - Staffing: Fragile, Short Staffed, Overworked and Underappreciated Staff is tired - Starting to Show. - Pickleball Courts: Light poles installed, Water line installed, Frost Free Spirket and a bigger line, received 1st round of playground equipment. 2 more loads are expected by June 2nd, 2026. Waiting for concrete pouring, awarded to Pronghorn. - Archery Range: Awarded $80,000 grant, waiting for legal review and commission approval. - Events for May 2026: - Events for June 2026: Rodeo, Grand County Fair Board Meeting, Open Ride (Multiple Dates), Crystal Festival, Stage Training (OSTA Staff Multiple Dates), D's Adventures, Dynatrace, Skate Moab, Softball Practice (Multiple Days, both fields). Project/Maintenance: - Wetting Agent to outside area: Try it to the arena seems to of sone okay so far. Facility Improvements: - Roll up doors have been replaced and installed (all 3 doors) Board Discussion: UASD Board Member - Robert Kraft Motion Lewis, Second Robert 2025 Audit Draft Review - Talked about amending the 2026 budget for general fund transfer to capital fund. Send Fraud Assessment from 2025 - Discussion of changing QuickBooks to something more affordable, talk to the auditor to see if there is other software that is better suited Financial Report Shellie presented the February 2026 financial statements and March 2026 Financial Statements and April GCRSSD 05/20/26 Meeting Minutes 2 2026 Financial Statements. The Board reviewed the report, and all financials appear in good standing. Motion: Kraft Second: Minor Vote: Unanimously Board Discussion: -None Approval of February, March and April 2025 Payables: February 2026 payable in the amount of $500.00 March 2026 Payables in the amount of $728.0 April 2026 Payables in the amount of $1,826.43 - Motion: Minor - Second: Kraft - Vote: Unanimous March 2026 - Motion: Kraft - Second: Jones - Vote: Unanimously April 2026 Motion: Bob - Second: Holland - Vote: Unanimously Board Member Reports & Concerns: - Addressing water concerns for OSTA -Checking to see were we are for CIB application see if we can get our request on the list Adjournment - Motion: Minor @ 8:10 pm - Second: Kraft - Vote: Motion carried unanimously by roll call vote.
