- TOOELE CITY CORPORATION ADVERTISEMENT ADVERTISEMENT FOR BIDS Separate sealed Bids for the completion of the TOOELE WRF 2026 UPGRADES Updated with Addendum No. 1 (See attached Addendum) Project will be received by the owner at: RECORDERS OFFICE - ROOM 227 TOOELE CITY HALL 90 NORTH MAIN TOOELE, UTAH 84074 At prevailing local time until Thursday, August 19th, 2026 at 2:00 PM MDT, at which time bids will be opened and read publicly in Suite 224. Digital bids will not be accepted. The Tooele WRF 2026 Upgrades (Hereafter referred to as 'Project') consists of construction of improvements to the existing solar drying processes at the Tooele WRF, including retrofit of the solar dryer greenhouse, demolition, new heated floors, site work, yard piping, electrical and instrumentation, HVAC and plumbing, and all other equipment and infrastructure to make the upgraded facilities complete and operational; construction of a new boiler room at the existing WRF, including installation of a new pre-engineered metal building to also include electrical, HVAC and plumbing, and all other equipment and infrastructure to make the boiler room facility complete and operational; new ultraviolet (UV) disinfection system to be retrofit into the existing Channel #2, including electrical and instrumentation, demolition, and all other equipment and infrastructure required to make the upgraded facilities complete and operational. The integration of SCADA will be by Owner under a separate contract. The HUBER solar dryer turners and Trojan UV disinfection system equipment have been pre-procured by the Owner and will be assigned to the General Contractor for installation and startup. The Project shall be substantially completed by 18 months from Notice to Proceed. The CONTRACT DOCUMENTS will be available Thursday, July 9th, 2026. Bid documents will be posted by Tooele City. Please contact Laura at laurab@tooelecity.gov for an electronic copy of the bid documents. No printed copies will be provided. The costs to prepare Bids as described in the Bidding Documents are the sole responsibility of the Bidder. A mandatory pre-bid meeting will be held on Thursday, July 23rd, 2026 from 1:00PM - 3:00PM MDT at the Tooele WRF. Meeting details will be emailed to plan holders. Representatives, Owner, and Engineer will be present at the pre-bid conference to discuss the Project. The last day for questions shall be Thursday, July 28th, 2026. All questions will be answered via addendum. Only those who have their name on the plan holders list will receive addenda. A five percent (5%) bid bond is required. The Owner reserves the right to waive any informality. Per C-200 Instructions for Bidders, Owner reserves the right to reject any or all bids; to accept or reject the whole or any part of any bid; or to waive any information or technicality in any bid in the best interest of the City. Only bids giving a firm quotation properly signed will be accepted.
