- ORANGEVILLE CITY COUNCIL PUBLIC HEARING 6:00 P.M. REGULAR MEETING Thursday, April 16, 2026 7:00 P.M. PUBLIC NOTICE is hereby given that Orangeville City will hold a Public Hearing at 6:00 p.m. and its regular meeting at 7:00 p.m. on April 16, 2026 at City Hall, 25 North Main, Orangeville, Utah, 84537, to consider the agenda items hereinafter set forth. PUBLIC HEARING 6:00P.M. Agenda will be as follows: 1. Introduction by Mayor Shaun Bell 2. Open Public Hearing 3. Accept Public Comments 4. Discuss Current and Future Water Usage and Installation of Meters on Secondary Agriculture water connections. 5. Discuss Ordinance 2026-3 AN ORDINANCE OF THE ORANGEVILLECITY COUNCIL AMENDING PROVISIONS ON SECONDARY IRRIGATION SYSTEMS AND REQUIRING INSTALLATION OF WATER METERS, CHAPTERS 9-3-1 AND 9-3-2; CLARIFYING PROHIBITION OF FLOOD IRRIGATION, CHAPTER 9-3-4; PROVIDING DEFINITION; AND PROVIDING FOR ENFORCEMENT AND PENALTIES, CHAPTER 9-4-3 AND CHAPTER 9-4-6, OF THE ORANGEVILLE CITY CODE. 6. Close Public Hearing and Open the Regular Session REGULAR SESSION 7:00 P.M. Agenda will be as follows: 1. Introduction by Mayor Shaun Bell 2. Prayer 3. Pledge of Allegiance led by Mayor Shaun Bell 4. Approval of Bills and Warrants 5. Approval of March 12, 2026 Public Hearing Minutes. 6. Approval of March 12, 2026 Regular Session Minutes. 7. Public Comments (3min) 8. Dave Sebring- Running for Emery County Commissioner. 9. Karen Richards- Running for Emery County Recorder. 10. Approve/Deny- Dispute Dog Citation- Shelly Ussery. 11. Approve/Deny- Fencing Contractor to fix fence at the Fire Station. 12. Approve/Deny -Trailer Air Conditioner reimbursement. - Kaye Oveson 13. Approve/Deny- Fertilizing the Cemetery Lawn in the amount of $ 1,450.00 14. Discuss solutions for secondary watering on half acre or more lots. 15. Approve/Deny- Ordinance 2026-3- AN ORDINANCE OF THE ORANGEVILLECITY COUNCIL AMENDING PROVISIONS ON SECONDARY IRRIGATION SYSTEMS AND REQUIRING INSTALLATION OF WATER METERS, CHAPTERS 9-3-1 AND 9-3-2; CLARIFYING PROHIBITION OF FLOOD IRRIGATION, CHAPTER 9-3-4; PROVIDING DEFINITION; AND PROVIDING FOR ENFORCEMENT AND PENALTIES, CHAPTER 9-4-3 AND CHAPTER 9-4-6, OF THE ORANGEVILLE CITY CODE. 16. Approve/Deny- Speed Signs for 3 Locations within City Limits. 17. Approve/Deny- Business License for Woody's Roadside Grill. 18. Approve/Deny- Business License for First Choice Carpentry- Travis Nielson 19. Appoint Planning and Zoning Chair. 20. Approve/Deny- Reimbursement for Gwen Moore in the amount of $50.00 for booth rental. 21. Ratify - Utility account reimbursement for David Morgan in amount of $16.21. - Repair for Planning and Zoning Truck in the amount of $194.98. 22. Staff/Council/Mayor Reports 23. Adjourn CLOSED SESSION Possible closed session for the purpose to discuss the character, professional competence, or physical or mental health of an individual; to discuss strategy on collective bargaining; to discuss strategy on pending or reasonably imminent litigation; to discuss the purchase, exchange, sale, or lease of real property, including a water right or water shares or to discuss financial implications of certain development agreements or proposals; to discuss the sale of real property under certain conditions; to discuss the deployment of security personnel, devices, or systems; or to discuss investigative proceedings regarding allegations of criminal conduct as provided in Utah Code Ann. § 52-4-205.
