Monroe Trails Committee Monday, Jan 12, 2026 at 4:00 pm NOTICE AND AGENDA Pursuant to 52-4-6(2), UCA, notice is hereby given that the Monroe Trails Committee of Monroe City, Sevier County, Utah, will hold a regular committee meeting on the above date at the City Office, 10 N Main, commencing at 4:00 p.m. The agenda shall be as follows: (The order of business may be changed as time permits.) 1. Welcome and Call to Order: Committee Chairperson 2. Roll Call 3. Approve 2025-11-24 Meeting Minutes 4. Public Input 5. Business a. Review recent meetings and discussions with Richfield BLM Office, County Commissioners, and County Road Dept. 1. Richfield BLM - Received signed Decision Record - Approved for start of trail construction! 2. County Commissioners - Will not release any county funds for use until progress/plans made to install a permanent toilet near mouth of Monroe Canyon (south end of Foothill Trail). - Will not allow trail construction on county-owned parcels without a recorded easement. a Mike explained to the commissioners the previous conversation had with Jason Monroe from County Recorder's office in which they stated they would refuse to record an easement based on an attached trail map and entry/exit points at parcel boundaries (needs to be a legal description based on 'metes and bounds' or 'centerline' method). b Malcolm Nash will be working with the Recorders Office to see if they actually can refuse to record an easement submitted to them, or what other options we have. Malcolm is also working with commissioners to ensure clarity on where within county parcels the trail can be located. 3. County Road Department - Need to complete applications for encroachment on county roads (for trail crossing of county 'D' roads) and Title V before county 'B' road (access to NICA course) could be done, but trail construction can start. a Mike clarified to County Road Dept and Malcom Nash that our committee isn't pushing for road improvement. We believe the road 'as is' is sufficient for regular trail use traffic, and may even be sufficient for NICA events (based on experience with access roads at other NICA events). b Biggest concern is the transition (entry/exit) from SR118 onto the county road up to the cattle guard. There are also concerns about the width of the rest of the county road allowing 2 cars to pass each other, 'driveway' entry/exit points from the county road into the NICA parking area, and general maintenance of the county road before and after NICA events (based on their experience with the Glenwood NICA course). Mike explained timeline of first NICA events would likely be at least 1.5 years away, if not more. c Smaller concerns about trail crossings over county roads. A blanket application covering all county 'D' roads has been sent. Focus on signage, and emphasized that we can't modify county roads. b. Foothill Trail Updates 1. Discuss plan to move forward on portions not needing recorded easements 2. Discuss options for rerouting trail within each county-owned parcel c. Joe Town Trail Updates 1. Discuss plans to start trail construction 2. Were there any plans to utilize existing county 'D' roads? If so, will it work to do so without modifying them? 3. Signage for trail crossings over county roads d. Ongoing/Recurring Agenda Items 1. Budget review 2. Timeline and critical dates review (both current phase, and next phase) - 99% chance we will need to extend project completion timeline for grant funding. When is our deadline for requesting extension? 3. Schedule next meeting - Feb 12, 19, 23 (proposed dates) 6. ADJOURNMENT Posted this 9th day of January 2026.
