Call to Order - Mayor Justin Sip 2. Pledge of Allegiance - Councilman Chaves 3. Statements of Belief/Opening Prayer - Councilman Sands B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from October 15, 2025, City Council Meeting. D. CITY DEPARTMENT REPORTS: 1. Ash Creek Special Services District Representative - Mike Chandler 2. Hurricane Valley Fire District Representative - Robert Hooper 3. Public Works Director - Jadee Adams 4. Planning & Zoning Administrator - Emily Teaters 5. Assistant City Manager - Darrin LeFevre 6. City Manager - Ben Billingsley E. PRESENTATION: 1. Introduction of the 2025-2026 Toquerville Royalty - Bailey Guthrie 2. Fiscal Year 2026 Quarter 1 Financial Update - Ben Billingsley 3. Fiscal Year 2026 Quarter 1 Strategic Plan Update - Ben Billingsley F. PUBLIC FORUM: Limit three (3) minutes per person; please address the microphone and state full name and address. Please note there will be no response by any city official during this time. For specific questions, please contact staff directly. G. BUSINESS: 1. Discussion possible action on Resolution 2025.XX - a resolution amending and restating section 3.2.4.3 (Intersection Spacing) of the Toquerville City Standards and Specifications to clarify minimum distance requirements between intersections and driveway approaches. 2. Discussion and possible action on a Westfield Park Completion Plan. 3. Discussion and possible action on the reconsideration of an MOU for Westfield Connector Road Access. 4. Discussion and possible action on an MOU for Westfield Connector Road Access. 5. Discussion and possible action on the Anderson Junction water system improvements and associated contracts. 6. Discussion possible action on Ordinance 2025.XX - an ordinance adopting/designating anew the highway commercial zone district for the subject Lichfield property as reflected in the 2024 General Plan. H. CALENDAR OF EVENTS: 1. Washington County Historical Society Toquerville Walking Tour - Saturday, November 8th at 10:00 a.m. - Starts at Old Town Tall. 2. Veteran's Day Cinnamon Rolls - Tuesday, November 11th from 11:00 a.m. to 2:00 p.m. - Toquerville City Offices. 3. Toquerville Trails Turkey Trot - Thursday, November 27th. 4. Christmas Tree Lighting - Monday, December 1st at 6:00 p.m. - Old Town Hall. 5. Winter Community Clean-Up - Saturday, December 6th to Sunday, December 7th, 2025 - Center Street Park, Westfield Park, TRE Park. 6. Wreaths Across America - Saturday, December 13th at 10:00 a.m. - Toquerville Cemetery. I. CLOSED SESSION: Discuss litigation, security, property acquisition or sale or the character and professional competence or physical or mental health of an individual (if needed). J.
