- PUBLIC NOTICE OF PUBLIC HEARING October 27, 2025, 4:30 PM Description/Agenda NOTICE IS HEREBY GIVEN that the Grand County Planning Commission will hold a Public Hearing at a Regular Meeting on Monday, October 27, 2025, at 4:30 p.m. or later. Hearing will be held in person at the County Commission Chambers, 125 E Center St., Moab, UT 84532, and virtually on Zoom. All interested parties should plan to attend in person or electronically. Instructions to participate via Zoom will be provided on the meeting agenda, which will be posted on the County's website at least 24 hours before the meeting. The purpose of this hearing is to solicit public input on a proposed Zoning Text Amendment to Land Use Code ยง6.4.3. E (Water Conservation) - 'Waterwise Landscape Ordinance' SUMMARY OF THE ORDINANCE In Plain English - Less grass where it wastes water: - No turf in the park strip (between curb and sidewalk). - Lawn cannot be planted in strips narrower than 8 feet. - In new single-family lots, lawn cannot exceed 50% of landscaped front and side yards (with an exemption for very small yards 250 sq ft). - In new commercial, industrial, institutional, and multi-family common areas, lawn is limited to 20% of the landscaped area (outside active recreation areas). - Encourage native & drought-tolerant plants: - Developers may use low-water plants, shrubs, and trees; existing significant landscape features should be preserved where possible. - Efficient irrigation: - Permanent underground irrigation required, designed to match plant water needs, and use untreated irrigation water where available. - Maintenance: - Landscaped areas must be maintained in a healthy condition; dead plants must be replaced in the next suitable season. These measures aim to reduce outdoor water use, lower long-term landscape costs, and maintain an aesthetically pleasing built environment. A complete draft of the proposed ordinance is available in the Grand County Clerk's office, 125 East Center Street, Moab, Utah. Notice was posted within the Grand County limits on this 17th day of October 2025 at the Grand County Courthouse, on the Utah Public Notice Website - www.utah.gov/pmn, and the County's website - www.grandcountyutah.net, and two public places within the County.
