- City Council Agenda October 7, 2025 Third Floor - City Council Work Room, City Council Chambers, and via Zoom 2549 Washington Boulevard, Ogden, Utah 84401 4:00 p.m. Work Session City Council Work Room October 7, 2025 The purpose of the work session includes presentations and discussions regarding: - Agenda review for the City Council meeting; City Council - FlashVote Survey Results - Public Safety; - Proposed Wall Avenue Corridor Plan; - Proposed Mt. Lewis Community Plan Amendment; - Proposed Rezone - 1514 Washington Boulevard; - Proposed Culinary Water Cross Connection Ordinance Amendments; - Fiscal Year 2027-2031 Capital Improvement Plan - Council Priorities; - Council Business; and - Council Comments. Any items not fully addressed prior to the 6:00 p.m. City Council meeting may be addressed immediately following that meeting. 6:00 p.m. City Council Meeting City Council Chambers October 7, 2025 1. Roll Call. 2. Opening Ceremony: a. Pledge of Allegiance. b. Moment of Silence. c. Acknowledgements. 3. Approval of Minutes: a. Regular meeting of August 26, 2025 - Council member Blair b. Special meeting of the Board of Canvass on August 26, 2025 - Council member Choberka c. Work session of August 26, 2025 - Council member Myers d. Closed Session of September 2, 2025 - Council member Graf 4. Reports from Planning Commission: a. Proposed Frontrunner Station Area Plan. Proposed Resolution 2025-17 certifying that prior action was taken by the City, as documented on Exhibit A, meets the objectives of Utah Code 10-9A-403.1(7)(A) regarding a fixed guideway station area plan. (Receive public input - Adopt/not adopt resolution - roll call vote) 5. Report from Administration: a. Proposed Moderate Income Housing Guidelines. Proposed Resolution 2025-18 adopting the Middle Income Housing Program Guidelines. (Adopt/not adopt resolution - roll call vote) 6. New Business: a. Proposed Youth Council Bylaws Amendments. Proposed Resolution 2025-19 modifying the Bylaws of the Ogden City Youth Council. (Adopt/not adopt resolution - roll call vote) 7. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their name for the record. Comments which cannot be made within these limits should be submitted in writing to the City Council Office (citycouncil@ogdencity.com). The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an agenda item that includes a public hearing should be given during the meeting as that item is discussed. 8. Comments: a. Mayor. b. Council members. 9. Adjournment.
