- Proposed Mt. Lewis Community Plan Amendment;
- Proposed Rezone - 1514 Washington Boulevard;
- Proposed Culinary Water Cross Connection Ordinance Amendments;
- Fiscal Year 2027-2031 Capital Improvement Plan - Council Priorities;
- Council Business; and
- Council Comments.
Any items not fully addressed prior to the 6:00 p.m. City Council meeting may be
addressed immediately following that meeting.

3. Approval of Minutes:
a. Regular meeting of August 26, 2025 - Council member Blair
b. Special meeting of the Board of Canvass on August 26, 2025 - Council member Choberka
c. Work session of August 26, 2025 - Council member Myers
d. Closed Session of September 2, 2025 - Council member Graf
4. Reports from Planning Commission:
a. Proposed Frontrunner Station Area Plan. Proposed Resolution 2025-17 certifying that prior action was taken by the City, as documented on Exhibit A, meets the objectives of Utah Code 10-9A-403.1(7)(A) regarding a fixed guideway station area plan. (Receive public input - Adopt/not adopt resolution - roll call vote)
5. Report from Administration:
a. Proposed Moderate Income Housing Guidelines. Proposed Resolution 2025-18 adopting the Middle Income Housing Program Guidelines. (Adopt/not adopt resolution - roll call vote)
6. New Business:
a. Proposed Youth Council Bylaws Amendments. Proposed Resolution 2025-19 modifying the Bylaws of the Ogden City Youth Council. (Adopt/not adopt resolution - roll call vote)
7. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their name for the record. Comments which cannot be made within these limits should be submitted in writing to the City Council Office (citycouncil@ogdencity.com).
The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an agenda item that includes a public hearing should be given during the meeting as that item is discussed.
