- The next regular meeting of the Permanent Community Impact Fund Board (CIB) will be held on Thursday, October 1, 2025 at 1385 South State Street ~ Conference Room 157, Salt Lake City, Utah. The meeting will start at 8:30 a.m. with the action portion beginning at 9:00 am and after the completion of the staff briefing. 1. Welcome & Introductions 2. Briefing A. Financial Review - DWS Finance 3. Approval of Minutes (September 4, 2025 CIB Meeting) 4. Priority Projects 4.1 Ballard City- $3,264,000 Grant New Road Corridor - 1000 South from 500 East to 1500 East 4.2 Fruitland Special Service District - $2,250,000 ($1,850,000 Grant, $400,000 Loan 30 Yr. @ 0.5%) Mill Hollow Water Treatment & Water Acquisition 4.3 Neola Water and Sewer District - $3,623,000 ($3,261,000 Grant, $362,000 Loan 30 Yr. @ 1.0%) Well and Distribution Improvements 2025 4.4 Wellington City - $7,150,000 ($5,150,000 Grant, $2,000,000 Loan 30 Yr. @ 0.5%) Administration and Public Safety Building 4.5 Ferron City Municipal Building Authority - $3,000,000 ($2,500,000 Grant, $500,000 Loan 30 Yr. @ 1.0%) Ferron City Agricultural Center 4.6 Town of Dutch John - $612,750 Grant Fire Station/EMS Building Remodel 4.7 Town of Junction - $1,750,000 Grant Road Improvement Project 2026 5. Supplemental Requests 7.1 Beaver City - $1,256,000 ($754,000 Grant, $502,000 Loan 30 Yr. @ 2.0%) Sewer Infrastructure Improvements - Supplemental 10-3-24 $6,967,000 ($4,180,000 Grant, $2,787,000 Loan 30 Yr. @ 2.0%) 8. Special Consideration 8.1 Ticaboo Utility Improvement District Loan B1406 - Principal Balance: $433,867.06 Request to decommission one (damaged) generator purchased in 2013 with CIB loan funding to then add a solar PPA to its electrical generation mix. On July 11, 2013, the Permanent Community Impact Fund Board authorized a $600,000 loan for 30 years @ 1.5% to Ticaboo Utility Improvement District for the acquisition and installation of power system components, including new power generation equipment, a closed automatic transmission switch, an 80 kvAR reactor, and monitoring equipment. 8.2 Monroe - Pending Submission 9.
