- Central Wasatch Commission Board Meeting Millcreek City Hall, Council Chambers 1330 E. Chambers Ave., Millcreek UT 84106 Monday, October 7, 2024; 3:30 P.M. Notice is hereby given that the Central Wasatch Council will hold a Board meeting on Monday, October 7, 2024, beginning at approximately 3:30 P.M. You may attend the meeting at the anchor location: Millcreek City Hall located at 1330 E. Chambers Ave., Millcreek UT 84106. A virtual option is also available. The public may register for the virtual meeting option at the following link, which is specific to the registrant and should not be shared. After registering the registrant will receive an email containing a meeting access link. https://us06web.zoom.us/webinar/register/WN_e32IloM8R26pwHv1wEwMfA Please note: For in-person meeting attendees, masks are no longer required at Millcreek City Hall, but are welcome for any attendees who prefer to continue using them. Civility and decorum should be applied in all discussion and debate. Difficult questions, tough challenges to a point of view, and criticism of ideas and information are legitimate elements of a free democracy in action. Public officials and the public are encouraged to refrain from making belligerent, personal, impertinent, slanderous, threatening, abusive, or disparaging comments. 3:30 P.M. Opening 1. Chair Jeff Silvestrini will call the meeting to order and welcome Board members and the public. 2. Chair Silvestrini will thank Commissioner Dave Whittekiend for his years of service on the board. a. (Action) The Board will consider approving Resolution 2024-24 Expressing Gratitude to David Whittekiend. 3. (Action) The Board will consider approving the minutes of the Board meeting on August 5, 2024. 3:35 P.M. Presentation of 2023-2024 Fiscal Year Audit 1. Auditor Ron Stewart of Gilbert and Stewart CPAs will present the 2023-2024 Fiscal Year Audit. 3:45 P.M. Ski Bus Priority Access Program Discussion 1. Sandy City Police will discuss the ongoing Ski Bus Priority Access Program in Sandy City. 2. Proposed Resolution 2024-27 Approving an Agreement with Sandy City for Traffic Control Service. 3:55 P.M. Additions to Environmental Dashboard 1. Phoebe McNeally from the DIGIT Lab will discuss supplementing the Environmental Dashboard with additional 'human element' data. 4:05 P.M. Executive/Budget/Audit Committee Updates 1. Commissioner Robinson will discuss the recent Legislative Field Trip. 2. The CWC Board Retreat will be on November 1, 2024. a. Venue will be River Oaks Golf Course in Sandy City. b. Facilitator and proposed Resolution 2024-25 Approving an Independent Contractor Agreement. 3. Planning status of the Central Wasatch Symposium. a. Terry Tempest Williams. b. Registration is open. c. Catering needs and proposed Resolution 2024-29 Approving Engagement of Food Caterers. 4. Chair Silvestrini will discuss the following proposed amendments to the bylaws: a. Addition of a surplus policy to the bylaws and Resolution 2024-26 Amending the CWC Bylaws. b. Discussion of amendment of the bylaws to allow the appointment of Special Advisors to the board. 4:35 P.M. Transportation Committee Updates 1. Transportation Committee Chair Dan Knopp will discuss the recent activity of the Transportation Committee. a. Millcreek Canyon Shuttle. b. Year-round transit for Big Cottonwood Canyon. c. Ski Bus Priority Access Program expansion into Cottonwood Heights. 4:50 P.M. Stakeholders Council Discussion 1. Stakeholders Council Chair and Co-Chair John Knoblock and Tom Diegel will discuss with the Board the recent activities of the Stakeholders Council. a. The next Stakeholders Council meeting will be November 20, 2024. b. Proposed Resolution 2024-28 Releasing and Appointing Members of the Stakeholders Council. 5:05 P.M. Staff Announcements 1. Forest Service staffing update. a. New District Ranger introduction. 2. Youth Council updates and introductions. a. Dylanger McKissen introduction. b. Pete Benda introduction. c. Outdoor Film Festival was a success. 3. Board retreat will be held in-person on November 1, 2024 at River Oaks Golf Course in Sandy. 4. Registration is open for the Central Wasatch Symposium. 5. In the Wasatch Podcast. 6. Thank you to the city of Millcreek for hosting our Board and Stakeholders Council meetings. 5:10 P.M. Public Comment 5:15 P.M. Commissioner Comment 5:20 P.M. Action Items 1. (Action) Consideration of Resolution 2024-27 Approving an Agreement with Sandy City for a Traffic Control Service. 2. (Action) Consideration of Resolution 2024-29 Approving Engagement of Food Caterers for 2025 Central Wasatch Symposium. 4. (Action) Consideration of Resolution 2024-26 Amending the CWC Bylaws. 5. (Action) Consideration of Resolution 2024-28 Releasing and Appointing Members of the Stakeholders Council. 6. (Action) Consideration of Resolution 2024-30 Approving ILA with Salt Lake City Public Utilities for Tri-Canyon Restroom Maintenance Funding. 5:25 P.M. Other Business 5:30 P.M. Closing 1.
