- COALVILLE CITY COUNCIL MEETING NOTICE AND AGENDA COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FIRST PUBLIC HEARING NOTICE Notice is hereby given that Coalville City will hold a public hearing on December 12, 2022, at 10 North Main Street, Coalville, Utah 84017, Council Chambers at 6:00 P.M. Coalville City is eligible to apply to the Utah Department of Workforce Services for funding under the Community Development Block Grant (CDBG) Small Cities Program, a federally funded program administered by the State of Utah, Housing and Community Development Division (HCD). Coalville City is eligible to apply for CDBG funding provided Coalville City meets the applicable program requirements. The purpose of the public hearing is to provide citizens with pertinent information about the Community Development Block Grant program and to allow for discussion of possible applications. This public hearing will cover eligible activities, program requirements, and expected funding allocations in the region. The CDBG Program can fund a broad range of activities, including, but not limited to: construction of public works and facilities, e.g., water and sewer lines, fire stations, acquisition of real property, and provision of public services such as food banks or homeless shelters. In the event that Coalville City chooses to apply for CDBG funding, a second public hearing will be held at a later time to discuss the project. Further information can be obtained by contacting RaeShel Hortin, City Treasurer at (435) 336-5981. In compliance with the Americans with Disabilities Act, individuals needing special accommodations (including auxiliary communicative aids and services) during this hearing should notify RaeShel Hortin, City Treasurer at Coalville City, 10 North Main, Coalville City, Utah 84017 at least three days prior to the hearing. AGENDA Notice is hereby given that the Coalville City Council will hold its Regular Meeting on Monday, December 12, 2022, at the Coalville City Hall, 10 North Main, Coalville, Utah. This meeting will begin at 6:00 P.M. It is encouraged for those wishing to participate or watch the meeting to do so by using the Zoom meeting information provided below. When attending virtually, you must sign in with your full name to be eligible to give comment on the Public Hearing. The agenda will be as follows: 1. Roll Call 2. Pledge Of Allegiance 3. Oath Of Office for City Recorder 4. City Council Agenda Items: A. Continued Discussion on Community Development Block Grant (CDBG) B. Public Hearing, Review, Discussion, And Possible Approval: Water Loan from Board of Water Resources. Issuance of Coalville City's water revenue bonds, in one or more series, in the aggregate principal amount not to exceed $500,000 for water system improvements, (i) including installation of secondary water meters, and related improvements; (ii) amending the city's water rates; and (iii) the economic impact on the private sector. Final Bond Resolution: A RESOLUTION AUTHORIZING THE ISSUANCE AND SALE OF $332,000 WATER REVENUE BONDS, SERIES 2023, TO FINANCE SECONDARY WATER SYSTEM IMPROVEMENTS, AND RELATED IMPROVEMENTS; AUTHORIZING ALL RELATED DOCUMENTS AND OTHER ACTIONS NECESSARY TO COMPLETE THE TRANSACTION; AND RELATED MATTERS. C. Public Hearing, Review, Discussion, And Possible Approval: Amending water rates. A resolution revising water rates and providing for the effective date to adequately service the Series 2023 Water Revenue Bonds and existing water revenue bonds, and related matters. D. Review, Discussion, And Possible Approval: Wohali Public Improvement District (PID) Governing Documents E. Review, Discussion, And Possible Approval: Courthouse Hill MPD Final Subdivision Plat and Construction Drawings, 270 North Main, (CT-362-A) F. Review, Discussion, And Possible Approval: City Fee Schedule updates, regarding credit card fees and Conditional Use Application fees. Resolution No. 2022-10 G.
