- THE UTAH LAKE AUTHORITY REGULARLY HELD MEETING May 30, 2024 at 9:00 AM-11:00 AM _______________ PUBLIC NOTICE is hereby given that the Utah Lake Authority Board will hold a regular Board meeting on Wednesday, May 15, 2024, at 9:00am, in the Provo Airport board room (upstairs), 1331 Sky Wy, Provo, UT 84601. This meeting can also be viewed on our live stream page. https://us06web.zoom.us/j/84190154552. AGENDA Presiding Board Member: Vice-Chair Carolyn Lundberg UTAH LAKE AUTHORITY BOARD REGULAR SESSION 1. WELCOME & CALL TO ORDER/INSPIRATIONAL THOUGHT - Mark Johnson 2. CHAIR AND BOARD MEMBERS' REPORTS/DISCLOSURES/RECUSALS (2- minutes each) 3. PUBLIC COMMENTS ( 2 - minutes each ) 'Public Comments' is defined as time set aside for citizens to express their views. Each speaker is limited to two minutes. Because of the need for proper public notice, immediate action cannot be taken in the ULA Board meeting. If action is necessary, the item will be listed on a future agenda; however, the Board may elect to discuss it only if the item is an immediate matter of concern. If a person is unable to attend the meeting, public comments can be submitted no later than 7 days before the meeting to anna@utahlake.gov and the comments will be shared with the board. 4. CONSENT ITEMS 4.1 Approval of the April 3, 2024 ULA Board Meeting Minutes 4.2 Approve March and April, 2024 Monthly ULA Budget Reports 5. STAFF AND COMMITTEE REPORTS 5.1 Conservation and Restoration Efforts, Addy Valdez (3- minutes) 5.2 Communications and Outreach, Anna Hall (3- minutes) 5.3 Events, Programs and Sponsorships, Heather McEwen (3- minutes) 5.4 Operations and Recreation, Sam Braegger (5- minutes) 5.5 Annual State Auditor 5.4 Executive Director Report, Luke Peterson (5-minutes) 6. GUEST PRESENTATIONS/RECOGNITIONS/AWARDS 6.1 Walkara Way Project Update - 6.1.1 - Landowner Update - Jake Holdaway 6.1.2 - FFSL Updates - Ben Stireman 6.2 Open and Public Meetings Act Training - Paula Faerber, ULA Attorney 6.3 Utah Lake Wetlands Preserve - Mike Mills, URMCC 7. WORK SESSION 7.1 HB 335 and MOU Discussion 7.2 Discussion for Expending Remaining legislative appropriation funds with FFSL 8. PRESENTATION OF FINAL FY2025 BUDGET 8.1 Final Budget Presentation and Discussion 9. ACTION ITEMS 9.1 Approve Final Budget for FY2025 10. CLOSED SESSION The Utah Lake Authority Board, pursuant to Utah Code 52-4-205, may vote to go into a closed session for the purpose of (these are just a few of the items listed, see Utah Code 52-4-205 for the entire list): (a) discussion of the character, professional competence, or physical or mental health of an individual (b) strategy sessions to discuss collective bargaining (c) strategy sessions to discuss pending or reasonably imminent litigation (d) strategy sessions to discuss the purchase, exchange, or lease of real property, including any form of a water right or water shares (e) strategy sessions to discuss the sale of real property, including any form of a water right or water shares (f) discussion regarding deployment of security personnel, devices, or systems; (g) the purpose of considering information that is designated as a trade secret, as defined in Section 13-24-2, if the public body's consideration of the information is necessary in order to properly conduct a procurement under Title 63G, Chapter 6a, Utah Procurement Code; 11. ADJOURNMENT The next ULA Board meeting is scheduled for Wednesday, July 17th, 2024, at 9 am and will be held at the Provo Airport. This meeting may be held in a way that will allow a Board Member to participate electronically. The Public is invited to participate in all Utah Lake Authority Board public meetings. In compliance with the Americans with Disabilities Act, individuals needing special accommodations during this meeting should notify the Records Officer at least 24 hours prior to the meeting by calling (801-753-8270). I, the undersigned GRAMA Records Officer for the ULA, hereby certify that the foregoing notice and agenda were emailed to KSL News, Deseret News, Herald Extra, KUTV, Fox13 News, the Salt Lake Tribune, and the Daily Universe, posted at the ULA offices, the ULA website, the Utah Public Notice website, and delivered electronically to ULA staff and to each member of the Governing Body.
