Adjournment ---------------------------------------------------------- DVF SSD Minutes: May 15, 2025 1. Call to order by Alan Burns, Chairman at 7:00pm. Roll call: Alan Burns, Mark Smasal, Pat Johnson, Jack Kuntz. Noted that Curt Shelley was not present (out of town), and not available by phone. Pledge by Ryan d'Ambrosio 2. Approval of Agenda: Posted agenda to be amended as follows: Treasurer's Report will be presented by Mark Smasal Discussion, vote of Washington County Engagement letter by Pat Johnson POIC committee update by Chief Rieffer Insurability Committee update by Chief Rieffer Motion to approve amended Agenda by Pat Johnson,, second by Mark Smasal. Approved as amended 3. Approval of April 17, 2025 Meeting Minutes: motion by Mark Smasal, second by Jack Kuntz. Approved 4. Treasurer's Report: Curt Shelley not present. Report presented by Mark Smasal. See attachment to Minutes for detail. 5. Fire Chief's Report/Chief Chris Rieffer: a. DVFR has responded to 128 calls year to date b. EMT-A ($1200 fee per candidate) and EMT-B ($900 fee per candidate) will be held in Diamond Valley. Appreciation to Diamond Valley for their cooperation in making their facility available. c. Earlier today, Units B-1351 and B-1361 with 9 crew were dispatched on a 14 day deployment to the Greer Fire in Arizona. Expected gross revenue from this deployment, appx $150K. Our preparation and readiness has enabled these deployments early in the Fire Season. Revenue from deployments year to date is on target with projections. d. REMS team has been taken off the board temporarily e. HB0048 is now law, implementation is in process, directly impacting WUI (Wildland Urban Interface) communities, of which Dammeron Valley is one. There will be a fee imposed on property owners by the State of Utah, it is unknown at this time what the fee will be, but Chief Rieffer and DVFR are fully engaged to keep on top of this to minimize cost to residents. FireWise and fuels mitigation are a big plus for our community. At some not-too-distant point in the future, all new construction will have to be made WUI compliant before an occupancy permit will be issued. Noted that the implementation of WUI will be by the State and County, and that DVFR is working diligently on behalf of the residents to keep them informed and minimize the costs. f. Paramedic-level transport license is in process, progress is being made. Updates will be reported as they occur. g. Riley Lee-Trunell was recognized as DVFR Member of the Month for her diligence and contribution to the Department. h. A CWDG grant in the amout of $294K has been applied for . i. As the implementation of HB37 becomes clearer, grants may be available under its provisions. 6. Discussion and vote, County of Washington engagement letter by Pat Johnson: a. Washington County Attorney's Office has offered basic legal assistance in regard to completing GRAMA requests and other matters of compliance. b. this is very helpful to DVFR both from a technical/legal standpoint, as we do not have a Budget line item for legal expenses. c. The fee requested by WaCoAO is a nominal $100 per year e. It is noted that WaCoAO will submit the response to the current Robertson GRAMA request. Motion to Approve Engagement Letter and authorize payment of fee by Pat Johnson, second by Mark Smasal. Approved. Chairman Alan Burns has signed the Engagement Letter 7. Board Training Update by Pat Johnson: In order to be compliant and current, there are several online trainings provided by the State that each Board member must complete each year. In addition, there are relevant and required 'Mineral' trainings that help Board members stay current in critical areas. All Board members are requested to complete these trainings soonest, and keep copies of the completion certificates. It is noted that Mark Smasal has completed all trainings. 8. Update, Public Information and Outreach Committee by Chief Rieffer: A tri- fold brochure is in process for distribution to all residents that will update the current status and developments of DVFR. A draft is anticipated to be available for review by the Committee within 30 days. 9. Insurability Committee progress report by Chief Rieffer: Insurability of homes and properties continues to be of critical importance to all Dammeron Valley homeowners. Latest Insurability Survey results indicate that 9 homeowners have had their insurance cancelled/not renewed, and that 31 have reported rate increases of more than 30%. Chief Rieffer noted that homeowners can request a form from their insurance companies for the Fire Chief to fill out that will detail the 24/7/365 operations, FireWise, fuels mitigation, and other items that may help to hold down the cost of insurance renewals. This committee will continue to provide updates as they become available. 10. Public Comment: a. Mack Sorensen noted that during his insurance renewal process, he has invited several agents/underwriters to the community to see the status of 24/7/365 coverage, fuels mitigation (large brush/tree pile awaiting chipping), and FireWise. Noted that this has led to an actual reduction in his homeowners insurance. b. Trish Sheffield noted that the residents 'should know what's going on' with regard to coverage, services, advocacy, improvements etc in their behalf. 10. Adjournment: Motion to adjourn by Mark Smasal, second by Pat Johnson. Meeting adjourned at 7:50pm
