Those present at the City Council meeting were Mayor Kim Soper, City Manager Mat Houston, City Recorder Tyrissa Howell, and Council Members Paul Dastrup, Tracy Wright, Cindy Stewart, Mike Sarles, and David Dodds. City Attorney Barry Huntington was absent.
Others present were Brittney Feller, Meagan Torgerson, Tori Brown, Cheryl Berry, Nancy Dalton, Trevor Frandsen, Holly Frandsen, Ed Ryan, and Beth Ryan.
The meeting was called to order at 5:30 p.m.
OPENING CEREMONY
Paul Dastrup conducted the opening ceremony.
ADOPTION OF THE AGENDA
Paul Dastrup moved, seconded by Tracy Wright to adopt the agenda. The motion passed with all in favor.
APPROVAL OF THE MINUTES
Tracy Wright moved, seconded by Mike Sarles to approve the minutes as corrected. The motion passed with all in favor.
UTAH PATCHWORK PARKWAY HIGHWAY 143
Nancy Dalton, the Byway 143 Coordinator, reviewed the projects the committee has been working on with the City Council and delivered their annual report. Some of the work includes new kiosk panels, replacing damaged panels, a new website, and a new billboard on I-15.
Cindy Stewart moved, seconded by Paul Dastrup to approve $1500 to Utah Patchwork Parkway Highway 143. The motion passed with all in favor.
SOCIAL HALL CARD KEYS
City Manager Mat Houston spoke to the City Council about updating the Social Hall to key cards, which would help identify who is in the building and when. There has been an increase in vandalism in the building. The City Council requested that he obtain a few more bids.
SIGNAGE - PANGUITCH ELEMENTARY MARQUEE
The PTO obtained signatures from the neighbors on the north side of PES for a conditional use permit.
Tracy Wright moved, seconded by Cindy Stewart, to approve the Marquee at the Panguitch Elementary School. The motion passed with all in favor.
SIGNAGE - OLIVIA'S GIFTS
David Dodds moved, seconded by Mike Sarles, to approve the signage for Olivia's Gifts with the nonbinding recommendation to move the sign higher on the building. The motion passed with all in favor.
BUSINESS LICENSE - OLIVIA'S GIFTS AT
Tracy Wright moved, seconded by Mike Sarles, to approve the business
license for Olivia's Gifts. The motion passed with all in favor.
BUSINESS LICENSE - 3 PEAKS PANTRY
Mike Sarles moved, seconded by Tracy Wright, to approve the business license for 3 Peak Pantry, LLC. The motion passed with all in favor.
BUSINESS LICENSE - BREW N DOUBLOONS, LLC
Mike Sarles moved, seconded by David Dodds, to approve the business license for Brews N Doubloons, LLC. The motion passed with all in favor.
DEPARTMENT REPORTS
Springs -The state did not receive any bids for the tree removal at the springs. They are currently working to send the money to Panguitch City so the city can hire a local business to remove the trees.
Hospital expansion - Garfield Memorial Hospital has begun the expansion of the operating room and pharmacy.
ADJOURNMENT
David Dodds moved to adjourn the meeting at 6:15 PM.
