Planning Commission Meeting Minutes
March 19, 2025
Town of Cannonville held a Planning Commission Meeting, Wednesday, March 19, 2025, in the
town Hall. The meeting began at 6:00pm. Purpose of the meeting was to review and approve
the Pete Jensen annexation request for Bryce Valley Horse and RV park north of the Town of
Cannonville.
Public in Attendance: Bill Scoffield, Marty Rich, Shantell Manning, Kenny Hall, Quinn Willis
Board Members: Peter Jensen, Chelse Nielson, Klancy Ott, Cole Twitchell, & Mark Nelson
Discussion: For the purpose of this discussion, the acting chair recuse himself because the
annexation request was his property/business. The Mayor, Bill Scoffield then presented the
background and detail map of the request. He indicated the adjacent property owners,
including the BLM had been notified in accordance with state annexation procedures; awaiting
written comments/approvals.
A motion to approve the Jensen Annexation request was presented by Mark Nelson, 2nd by
Klancy Ott, all approved, with Pete Jensen recusing himself from the vote.
A general discussion then ensued about SITLA and the Promised Rock project. The Mayor
indicated there was good feedback for and against in the Saturday March 15th Mtg, and that no
decisions had been made. Additional data and education will be forth coming both from the
county and the Town of Cannonville.
Citizen Quinn Willis asked about the disposition of impact fees, if they would actually be
collected, and where do the funds go.
Marty Rich asked about road access, among other things. He was very concerned about larger
businesses forcing out smaller businesses, and as a life long hotelier with his parents, how
difficult it was to see and hear what was happening in the Promised Rock discussion. Expressed
his disappointment and frustration.
Klancy Ott highlighted some of the tax implications and purchase options if the current FR+A
group pulled out.
Pete Jensen made point about tax implications if SITLA did a leasing option.
