ORANGEVILLE CITY PLANNING AND ZONING COMMISSION MEETING Thursday, June 1, 2023 7:00 PM Present: Bill Dellos, Carolyn Carrasco, Susan Childs, Doug Stilson, Seth Manning, George Giroux, Chad Tolbert, Brittany & Tanner Hoffman, Sheral Dale, Casey Ainsworth, Chad Larsen, Open the Meeting 7:00 pm Pledge of Allegiance led by Doug Stilson Thought by Susan Childs Previous minutes: Motion to approve the minutes of May 4, 2023 by Bill Dellos, Second by Carolyn Carrasco. Yea: Bill Dellos, Carolyn Carrasco, Susan Childs, Doug Stilson. Nay: None Concerned Citizen: None GEORGE GIROUX: Business license He would like to start a handyman business, such as framing, sheet rock, concrete, and roofing. The business will be out of his home. Seth doesn't see any problems with it. Bill Dellos made a motion to approve this license and Susan Childs seconded the motion. Yea: Bill Dellos, Carolyn Carrasco, Susan Childs, Doug Stilson. Nay: none CHAD TOLBERT: Business license He wants to do tree trimming and removal. Bill Dellos made a motion to approve this business license. Carolyn Carrasco seconded the motion. Yea: Bill Dellos, Carolyn Carrasco, Susan Childs, Doug Stilson. Nay: none BRITTANY HOFFMAN: Business License She wants to do photography. Bill Dellos made a motion to approve this business license. Susan Childs seconded the motion. Yea: Bill Dellos, Carolyn Carrasco, Susan Childs, Doug Stilson. Nay: none SHAREL DALE: Air BnB She would like a building permit to put Geo Dome on her property and rent it out as an Air Bnb. The City policies do not allow for two living spaces on one property. There is also a limit of one Air BnB every 3/4 miles. There was discussion about whether it would work as a Bed and Breakfast. It doesn't seem to fit into this category. Bill Dellos made a motion to table this matter, so she can research into city policies. Carolyn Carrasco seconded. Yea: Bill Dellos, Carolyn Carrasco, Susan Childs, Doug Stilson. Nay: none CASEY AINSWORTH: Business License He is here in regards to his Barndaminium. He has the certificate of occupancy and just finishing everything up. It has already been approved as an Air BnB and he needs approval for the business license. Bill Dellos made a motion to approve this business license. Susan Childs seconded the motion. Yea: Bill Dellos, Carolyn Carrasco, Susan Childs, Doug Stilson. Nay: none CHAD LARSEN: RV Park and personal home sewer connection. He wants information on fences around the park. He is wondering about the fenceline between the park and the field without a home on it. He won't be required to put up a fence at this time or between his home and the park. He bought the house next to the RV Park property. He needs to replace his sewer line. Currently the sewer line goes across the lot where the RV Park is. Seth is going to meet with him tomorrow and look at what is there and they can discuss options. ZONING ADMINISTRATOR REPORT: Seth Manning STEVEN OLDROYD: 540 N Canyonview Wants to put in a shed. Seth went by and talked to him and discussed setbacks, etc. Seth gave him a clearance. CAROL STILSON The clearance was given for a fence repair on the East side of her lot. RV PARK: There was discussion about the RV Park on Mill Dam Rd. They need to come back in to this committee and bring their new plans for approval, before they start construction. CITY COUNCIL REPORT: Shaun Bell Carole Larsen resigned from City Council today. No one has been appointed to Planning and Zoning Committee at this time. Her City Council seat will be advertised. Susan Childs resigned from the Planning and Zoning Committee tonight. w Motion to adjourn the meeting by Bill Dellos. Susan Childs seconded the motion. Yea: Bill Dellos, Carolyn Carrasco, Susan Childs, Doug Stilson. Nay: none Meeting adjourned at 8:15 pm. Planning Commission Chair
