TOWN OF STOCKTON 18 North Johnson Street PO Box 240 Stockton, Utah 84071 Phone: (435)882-3877 PLANNING AND ZONING AGENDA Tuesday November 12th, 2024 7pm MINUTES Notice is given that the Stockton Planning Commission will hold a regular meeting promptly at 7:00 pm in the Town Council Chambers at the Stockton Town Hall 18 N. Johnson Street, Stockton, Utah. In compliance with the American Disabilities Act, any individual who may need special accommodations including auxiliary communicative and services during this meeting shall notify the Town Clerk at (435) 882-3877 at least 24 hours prior to the meeting. The order of Agenda Items may be changed if deemed appropriate by the Planning Commission. Time limits, if any listed for Agenda items are approximate and may be accelerated or delayed. Call to Order-Antoinette Romano 7:06pm 1. Pledge of Allegiance 2. Approval of October minutes - Motion to approve- Mitch, 2nd- Gary All approved 4. Public Comments (3-5 minutes)- Mayor Nando Meli- Subdivision code, will talk with Sunrise and need to take suggestions and comments and get it modified. Working on Cap Facilities plan. Electronic meters will charge residents if trickle so pipes don't freeze. In the past we have not read meters. Leaks have been detected. Change verbage to show Town Hall from Stockton School. Continue working on Master general plan. Steve Oblad, Introducing Clark Hyde, wants to be on Planning and Zoning as an alternate. Alicia Unruh rep sonship (owner)properties, on old county road. Wanting to possibly do a swap because the Town property land locks the property for sale. County suggested that there could be a swap. Asking town to shift property. Get it done quickly if possible. Emailed received AZA logo on otters and others should not be there or on their website. 5. Close public comments 6. Shawn Ipson, wanting to put a modular on property at the end of Old County Rd. 4.6 acres, (map included) Given the website to look at the codes section 9. Advised them to get a survey. Says he can gravel the road in to home. Need to check culinary lines, suggest to call and talk to Rod wheeler.possibly sewer lines going through property. Also, EPA survey, clean dirt. 7. Subdivision Code?- Mitch- his suggestions have been addressed. Antoinette spent hours going through and seeing grey areas/ crossed referenced with state code, fixed definitions. Gary- seeing verbage that needs cleaned up. Sewage lagoon is up to date to handle more growth, 3rd lagoon needs some maintenance. Are we keeping it maintained? A lot needs to be addressed by sunrise engineering. maybe another meeting? Will address it again in January. We need to address checklists required. Steve Motion to approve to send to Town Council with intent to review in January- Gary 2nd All Approved 8. comments on 2024-05 storage container ordinance. Already passed but P&Z needs to review. Very repetitive. 9,10, and 13 repeat. One fee $ 50 for permit, if guidelines are followed. What Zones? Where so they need to be stored. What about grandfathering for current storage containers? Suggested-No matter where it is located, there needs to be a permit. It is not ready to pass. Email comments and we can put together new ordinance. 9. comments on 2024-06 public sewer connection ordinance. It was passed in town council, needs to be reviewed by P&Z. 7 or 8 residents have not hooked up to sewer need to be hooked up to sewer. Impact fees are water $3747 and Sewer $2765. If they are supposed to be hooked to sewer, do they need to pay the impact fee? Or do they just need to pay the excavation fee to hook up or a possible payment plan? Health dept issue on some sizes of lots who are on septic. In the past residence had to pay for pipe and connection, on their side to town hookup. Also, fill in old septic tank cost$ Mitch- Move that we don't approve, need to decide how much$. Recommend that they don't pay impact and just cover cost to hookup. Town should just verify connection on connection of current residents not new. County may require all residents who can hook up to sewer needs to. Will look for letter that was sent to residents. 10. comments on cap facilities plan 2024-10 sewer 2024-11 water - see Nandos comments 8. Town Council report from September meeting. Mayor Wants to leave the quorum members the same as it is. Approve Steve as a member of P&Z. 9. Council reports and assignments. Should we have a December meeting?, Steve suggests a
