1. CALL MEETING TO ORDER. Vice Chairman Klansey Bateman called the meeting to order at 5:38 p.m. 2. ROLL CALL Vice Chairman Klansey Bateman Commissioner Steve Wallace Commissioner Vrayan Soriano Commissioner Randy Croasmun City Council Liaison Radine Murphy City Clerk Liliana Soriano EXCUSED: Chairman Greg Mascaro, Commissioner Jose Botello, City Treasurer Sasha Palafox 3. PLEDGE OF ALLEGIANCE Planning & Zoning Commissioner Steve Wallace led the Pledge of Allegiance. 4. APPROVE OR AMEND THE MINUTES RECORDED FOR THE WENDOVER CITY PLANNING AND ZONING MEETING HELD ON WEDNESDAY OCTOBER 16TH, 2024. Motion made by Planning and Zoning Commissioner Steve Wallace seconded by Planning and Zoning Vice Chairman Klansey Bateman to Approve the minutes recorded for the Wendover City Planning and Zoning meeting held on Wednesday, October 16th, 2024. All in favor, aye, Motion passed. 5. DISCUSSION PERTAINING CONDITIONAL USE FORM TO ADD AN ANNUAL FEE OF $100.00 PER YEAR IF ALL CONDITIONAL USE REQUIREMENTS ARE TO MEET FOR ALL NEW APPLICANTS. City Clerk Liliana Soriano presented two different types of forms for Conditional use Permit that the City has at the moment one was a form with 1(one) payment of $100.00 (One Hundred) dollars for a lifetime and the other 1(one) was with an annual fee of $100.00 (One Hundred) dollars which the city Attorney agrees upon. Planning and Zoning Vice Chairman Klansey Bateman asked if all Conditional Use Permits old and new would apply to a new form. City Clerk Liliana Soriano responded that, unfortunately, not all 5 prior years Conditional Use Permits would be grandfathered in per City Attorney. Planning and Zoning Commissioner Steve Wallace asked the City Clerk why the city permitted conditional use Permits to be paid $100.00 (one hundred) for a lifetime previously. Unfortunately, The City Clerk responded that she didn't have an answer to that she was not here when the form was created. Liaison Radine Murphy asked the City Clerk what the purpose is of having a Conditional Use Permit. City Clerk Liliana Soriano responded that a Conditional Use Permit is a special Permit that allows Commercial properties to change the zoning of property as long as they don't break the Conditional Use Permit rules for a person to live there for example a security trailer is permitted. No other comments were made. 6. RENEWAL OF ALL ACTIVE CONDITIONAL USE PERMITS FOR THE 2024-2025 YEAR: Motion was made by Planning and Zoning Commissioner Steve Wallace, seconded by Planning and Zoning Vice Chairman Klansey Bateman to tablet line item # 6. All in favor, aye, Motion passed. APPROVAL OR DISAPPROVE NEW BUSINESS APPLICATIONS: 1. HAIR BY LELY E LLC, LESLIE ESCOBEDO SANDOVAL Motion was made by Planning & Zoning Vice Chairman and seconded by Planning & Zoning Commissioner Vrayan Soriano to Approve new Business application Hair by Lely Y LLC, Leslie Escobedo Sandoval. All in favor, aye, Motion passed. 8. CITY LIASION RADINE MURPHY UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. City Councilmember Radine Murphy informed Planning and Zoning that she is the new Liaison for the City of Wendover Utah Planning and Zoning. Radine informed Planning and Zoning that the City Council has allowed artist Rod Morgan to create a Sculpture within the City limits just like the Tree of Hope that is out in the Salt Flats. 9. VICE CHAIRMAN KLANSEY BATEMAN UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. No Comment. 10. CHAIRMAN GREG MASCARO UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. Not Present. 11. COMMENTS FROM THE AUDIENCE. None. 12. UNFINISHED BUSINESS. None. 13. NEW BUSINESS. None. 14. NEXT SCHEDULED PLANNING AND ZONING MEETING TO BE HELD ON WEDNESDAY, DECEMBER 18TH,2024AT 5:30 P.M. Motion was made by Vice Chairman Klansey Bateman seconded by Planning and Zoning Commissioner Steve Wallace to Approve the next scheduled Planning and Zoning meeting to be held on Wednesday, December 18th, 2024 at 5:30 p.m. 15. ADJOURNMENT. Motion was made by Vice Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Steve Wallace to Approve the meeting to Adjourn at 6:00 pm
