NOVEMBER REGULAR MEETING
Thursday November 14, 2024 6:00 pm

Attending: Mitch Stock, Bill Rau, Bob Russell, Ron Drake, Jazmine Duncan, Greg Halliday
Call to Order: 6: 05 pm
1. Public Comment:
Greg suggested flashlight with strong 4000 lumines and with strong throw ($70) as gifts to fire department members.
2. Approval of Minutes of September and October 2024 meetings
September minutes: motion to approve by Mitch, second by Bill- all approved -; October minute: motion to approve by Bill, second by Mitch-all approved.
3. Administrative Issues
a. New email addresses-state has mandated a change in web domains and user email address to include .gov.
b. Bill will talk to Susan Halliday and Collen Thompson about process.
c. Ron has all the ordered equipment from the state grant, but needs to submit reimbursement form and receipts by end of month. Bob will help.
4. Chief's Report: Ron Drake
- One fire on Taylor Lane since last meeting-shed fully involved and contents essential lost. Likely due to a clothes dryer.
- Received check for $500 for providing water to the horse event; went through 6000 gallons of water
- Participated in Gourd Fest, in parade and got $541 in donations; sold some t-shirts and hats
- Grand County Search and Rescue used station 1 for a major rescue on Castle Rock
- Drained engine on lot 13 for winter
- Fire extinguishers need to be tested every 5 years and some will be
- Smoke reported in upper 80s and Ron responded; permit had been issued by Sheriff's office, but not by the state DAQ
- Ron responded to smoke on Rim Shadow Lane and told occupant it was not a burn day; fire put out
- Worked on cleaning up the storage room in station 2
- Received a donation of $2k
- Renewed CDL license.
5. Treasurer's Report: Bob Russell
- No report
6. Discussion and possible action re.: 2025 budget
- Grand County Treasurer needs our 2025 budget soonest; we will provide a draft.
- Changes in insurance number and reduce PPE by 5K and repairs, equipment by $5k
- Other adjustments will be dealt with in transfer to Capital
- Bill to post in TI for public hearing
- Draft budget approved
7. Discussion and possible action re.: meeting dates for 2025
January 9, February 13, March 13, April 10, May 8, June 12, July 10, August 14, September11, October 9, November13, December11
- 2nd Thursday of month-Bill to correct dates
- Bob motion to approve dates with corrections, Bill seconded and all approved
8. Discussion and possible action re.: Castleton Annexation
- Mitch: has inquired and was told the CV fire was not included in process for Moab Fire annexation plans. However, Moab Fire is not annexing Castleton; so we could
- If we respond to Castleton, we can charge the county.
- Discussion of process-flyer to contact Castleton residents or leave it for eventual Moab Fire annexation
- Mitch will again email Trish Hedein
- Bill will ask county recorder for map of Castleton properties
9. Discussion and possible action re.: End-of-year gifts and gathering
- Possible gift items mentioned included:
o 4K lumens flashlight at Walker drug and extra batteries
o Battery packs
o Fire blanket
- It was decided to get 20 each of flashlights and blankets
- End of year gathering on 17 December
o Bill with inquire at Moonflower for food options.
10. Discussion and possible action on long term planning, fire dept. needs, priorities, vision and policies: development of standard operating guidelines, policies and procedures.
