Regular Board Meeting and Public Hearing of the
Washington County Solid Waste District
December 9, 2024
Public Notice is hereby given that the Board of the Washington County Solid Waste District will hold a regular meeting and Public Hearing at the Washington County Building, 3rd Floor Training Room located at 111 E Tabernacle St, St. George, Utah on Monday, December 9, 2024, commencing at 5:00 PM and will include a Public Hearing.
1. Pledge of Allegiance
2. Consider approval of minutes for October 7, 2024, regular meeting and Public Hearing
3. Consider approval of Sep-Oct 2024 disbursements
4. Consider approval of budget to actual revenue and expense of Sep-Oct 2024
5. Consider approval of the proposed 2025 Regular Board meeting schedule
Background and information: Utah Code 52-4-202(2)(a) requires that the District give public notice at least once each year of its annual meeting schedule. The proposed schedule mirrors our 2024 schedule.
6. Consider approval of the resolution to change the title of District Manager
Background and information: This resolution calls for the title change from District Manager to Executive Director. This updates the title to modern business or governmental terminology, more accurately reflects the nature, extent, and variety of demands, duties, and responsibilities, and will help in times of vacancy to attract candidates of the highest quality to the position. Duties, responsibilities, and rate of compensation remain unchanged.
7. Consider approval of the District portion of the 2025 Medical/Dental/Vision premium
Background and information: By policy, the District pays an amount determined by the Administrative Control Board for health insurance. The balance of any premium owed after the District's contribution is paid by the employee through a payroll deduction. The 2025 proposal is for the District to pay 85% and the employee pay 15% for either Traditional Plan or HDHP Plan. This aligns with 2024 contributions on Traditional Plan.

- Waiver of clean dirt fee for Municipalities and County internal work (not commercially performed) - Development of a Resolution will be required
- Roadside litter - Municipalities and County ordinances and fines for unsecured loads/littering, and use of Adopt a Highway programs
9. District Informational Updates
- Infrastructure Safety Improvement Project Update, including Phase 3 CIB status
- Waste Tire Act efforts
- Mattress Recycling
- Best in Class Award (Republic Services)

Public Hearing and consideration of resolution to adopt 2025 Final Budget
Background and information: The 2025 Tentative Budget was adopted in the Board meeting held on October 7, 2024. Slight modification to that tentative budget for Road Beautification returns us to 2024 level for this Final Budget and has been available for public inspection ($25,200 add). No other changes were made to the Tentative Budget. District now recommends approval of the 2024 Final Budget as presented.
