Notice is hereby given that the Central Wasatch Council will hold a Board meeting on Monday, December 2, 2024, beginning at approximately 3:30 P.M. You may attend the meeting at the anchor location: Millcreek City Hall located at 1330 E. Chambers Ave., Millcreek UT 84106. A virtual option is also available. The public may register for the virtual meeting option at the following link, which is specific to the registrant and should not be shared. After registering the registrant will receive an email containing a meeting access link.

Please note: For in-person meeting attendees, masks are no longer required at Millcreek City Hall, but are welcome for any attendees who prefer to continue using them.

3:30 P.M. Opening
1. Chair Jeff Silvestrini will call the meeting to order and welcome Board members and the public.
2. (Action) The Board will consider approving the minutes of the Board meeting on October 7, 2024.
3. (Action) The Board will consider approving the minutes of the Board retreat on November 1, 2024.
4. Welcome new Special Advisors Spencer Shaver and Amber Broadaway representing the Environment and Economy systems, respectively.

1. CWNCRA action items:
a. Meetings between ski resorts, the Forest Service, Sandy City Public Utilities, and Salt Lake City Public Utilities to revisit the legislation.
b. 2025 timeline for CWNCRA discussion.

a. Staff will briefly discuss each iteration of the legislation.

1. Transportation Committee Chair Dan Knopp will discuss the recent activity of the Transportation Committee.
a. Discussion about updating the 2012 Fehr and Peers Millcreek Canyon Shuttle Feasibility Study in January 2025 (memo attached).
b. Big Cottonwood Canyon Environmental Assessment draft scoping letter due December 13.
c. Exploration of transit and transportation mode alternatives for the Central Wasatch region (memo attached).
d. Consideration of a draft letter proposing an Environmental Collaboration and Conflict Resolution process pertaining to the Little Cottonwood Canyon Environmental Impact Statement.

1. Stakeholders Council Chair and Co-Chair John Knoblock and Tom Diegel will discuss with the Board the recent activities of the Stakeholders Council.
a. New members Ian Reddell and Kim Doyle.
b. Proposed Resolution 2024-35 Appointing and Releasing Members of the Stakeholders Council.
c. Letter concerning a 'baseline conditions' study for Board consideration.
5:10 P.M. Staff Announcements
1. Youth Council updates and introductions.
2. Short-Term Projects Grant Call for Projects will be open from January 7 to February 7.
3. Registration is open for the Central Wasatch Symposium, taking place on January 9-10.
4. The next Board meeting will be on January 6, 2024.
