AND 30-DAY PUBLIC COMMENT PERIOD FOR
OGDEN CITY
ANNUAL ACTION PLAN JULY 1, 2024, TO JUNE 30, 2025
AMENDMENT #1
This notice announces the availability of Amendment #1 to Annual Action Plan July 1, 2024 - June 30, 2025 (AAP FY25) for review and the opportunity for citizen comment. As part of the planning process for HUD funding, the City of Ogden is required by the U.S. Department of Housing and Urban Development (HUD) to prepare an Annual Action Plan for the use of federal funds received for housing and community development purposes. AAP FY25 is the implementation plan for the 5th and final year of the City's Five Year Consolidated Plan (2020-2025). AAP FY25 Amendment #1 is available for a 30-day public review and comment period commencing¬¬¬ November 13, 2024, and ending midnight December 13, 2024. Ogden's AAP describes the City's sources and details the uses of certain federal grant funds including: Community Development Block Grant (CDBG), CDBG-CV (from CARES ACT), HOME Investment Partnerships Grant (HOME), and HOME American Rescue Plan (HOME ARP); and non-federal funds in support of housing and community development including: HOME Match and Housing Funds.
Amendment #1 to the AAP FY25 proposes to increase the Own In Ogden program's HOME budget to $500,000 and goals to 50 down payment assistance loans.
AAP FY25 Amendment #1 proposes the following budget changes: Carry-over funds: CDBG decreases by -$755,921, CDBG-CV decreases -$3,780, HOME decreases -$198,146, HOME ARP increases by $29,435, HOME Match increases $153,835, and Housing Fund increases $379,622; Program Income (PI) estimates for the FY25 Amendment #1: CDBG PI increases by $605,132, and HOME PI increases by $400,883; and Carryover PI: HOME Carryover PI increases $63,040; for a Total Net increase of $674,100 to AAP FY25 Amendment #1 Funding.
The uses of the $674,100 additional funds include budget changes: CDBG budget decreases by -$271,815 to Quality Neighborhoods and $121,026 to CDBG Admin; CDBG-CV Business Recovery Jobs decreases by -$3,780; and HOME Quality Neighborhoods decreases by -$91,762, Own In Ogden increases by $250,000, HOME CHDO increase $73,451 and a $34,088 increase to HOME Admin; HOME ARP Allocation Plan increases by $27,404 and HOME ARP Admin increases by $2,031; HOME Match increase $153,835 to Quality Neighborhoods; and Housing Funds decreases by -$181,582 to Quality Neighborhoods and increases $561,204 to HELP for a Total Net increase of $674,100 to AAP FY25 Amendment #1 Funding. These changes are reflected in the budget, specifically the sources and uses of funds that are planned in the AAP FY25 #1.

Written comments regarding the proposed AAP FY25 Amendment #1 will be received during the 30-day public comment period concluding December 13, 2024, at midnight. All written public comments received no later than midnight December 13, 2024, will be summarized in the final AAP FY25 Amendment #1 to be adopted by the City Council.
AAP FY25 Amendment #1 is tentatively scheduled for a public hearing and to be presented for City Council approval at the Ogden City Council Chambers, located at 2549 Washington Boulevard, 3rd floor, on December 17, 2024 at 6:00 PM.
