The Mayor and City Council of Helper City,
A Municipal Corporation will hold a regular meeting
on the 7th day of November 2024.
At the Council Chambers
19 South Main, Helper, Utah.
The meeting shall begin at 6:00 p.m.

5- Approval of the minutes from October 3, 2024.
6- Presentation of a library award from the State Library Representative.
7- Discussion on Rio Theater contract with West Coast Show Support. - Kenny Driggs
8- Discussion and possible approval of proposed wage increases.
9- Discussion and possible approval of Resolution Number 2024-11 a resolution authorizing not more than $3,000,000 taxable water revenue and refunding bonds to finance water system improvements and refund the issuer's outstanding taxable water revenue bonds, series 2015; fixing the maximum aggregate principal amount, maturity, interest rate, and discount of the bonds; providing for publication of a notice of public hearing and bonds to be issued; and related matters.
10- Discussion and possible approval of Resolution Number 2024-12 library background check policy.
11- Discussion and possible approval of Resolution 2024-13 a resolution amending and restating the personnel policies and procedures manual for Helper City.
12- Discussion and possible approval of Ordinance 2024-02 an ordinance setting City Council meeting dates for year 2025.
13- Discussion and possible approval of purchasing and contracting with LensLock for new dash cameras.
14- Discussion and possible approval of moving police uniform allowance of $1,320 from January 2025 payroll to accounts payable, and an additional $1,126 to purchase new police uniforms.
15- Discussion and possible approval of purchasing new police patches and badges in the amount of $900.
16- Discussion and possible approval of purchasing a bucket truck up to $50,000.
17- Discussion and possible approval to surplus old bucket truck, water pressure tanks, police bike, and 2017 ford explorer.
18- Discussion and possible approval of purchasing a pallet of paper in the amount of $1,600.
19- Discussion and possible approval of a new admin position.
20- Closed session for personnel.
