Motion to approve the minutes from August 1, 2024 was made by Carolyn Carrasco and seconded by Travis Richards. Aye: Kris Bell, Carolyn Carrasco, Leland Sasser, Bill Dellos, Travis Richards, Tyler Kay. Nay: none
CITIZEN CONCERNS: None
COTTAGE BUSINESSES: A cottage business is a business that is run out of the home. Brandon Pierce explained what is checked by the health department in a Cottage Business. There will be further discussion of changes that may be made to the City code for Cottage Businesses as needed.
ANNEXATION POLICY: Amanda Lake, City Recorder, met with the committee with a proposed policy for annexations in Orangeville City. The committee discussed the policy. Amanda explained that after this policy is submitted the public has 10 days to bring up changes for submission. After that 10 days, she can take it to the City Council to be voted on. Bill Dellos made the motion approve this policy with the ability to make changes in that 10 day period, if needed. Carolyn Carrasco seconded. Aye: Kris Bell, Carolyn Carrasco, Leland Sasser, Bill Dellos, Travis Richards, Tyler Kay. Nay: none.
BARNDIMINIUM: Seth reports that he talked to Jim Jennings and was told that there was going to be a meeting on Oct. 11th and he thinks the Brothersons are going to attend also. The property that is in question is on County land. So the City actually has nothing to do with it.
They had a meeting with Casey Ainsworth and his wife last week and they apologized for what went on in the event last week, but they have no control over it. Seth says they are going to implement that the events will have to closed down by 9:30 at night, period. It will cut down the noise to the next door neighbors. They are doing this voluntarily. They were inspected by the Health Department and the Fire Department and they passed both inspections.
Kris explained that they have two businesses there. They have a short-term rental and a venue. The venue isn't only in the county, it starts at the short-term rental (the barndiminium). She thinks they should have two business licenses. It is advertised as a short-term rental or a venue which includes the barndiminium also. Seth suggests that we discuss this next month after the meeting with the County.
Seth reported that Casey is willing to pay 1/2 of the cost of a privacy fence or full cost of a horse fence. The Brothersons are not willing to pay anything on the fence.
Seth will give an update on this at October's meeting.
ORANGEVILLE GLAMPING: Seth told them about the water shares and they have turned them into the irrigation district. The irrigation district has to have their board approve these shares and they don't meet until the end of this month. They will need a 6' water line and the service district will give the city an estimate of what that will cost. The service district will put in the meter and the city will pay them then. The question is if we should make them pay up front for the meter. A motion was made that City needs to collect up front like you would for a house construction by Carolyn Carrasco with Bill Dellos as second. Aye: Kris Bell, Carolyn Carrasco, Leland Sasser, Bill Dellos, Travis Richards, Tyler Kay. Nay: none.
ZONING ADMINISTOR REPORT: Seth Manning
170 East Center - Fencing questions
Misty Huntsman/55 South 100 East: issued a clearance for an addition to rear of her home. Advised of proper setbacks, need for plans and building permit. She had to downsize plans it to meet rear setback requirements.
CITY COUNCIL REPORT: None
