WORK SESSION AGENDA
Notice is hereby given that the Cottonwood Heights City Council will hold a Work Session at
approximately 4:00 p.m., or soon thereafter, on Tuesday, October 1, 2024, in the Cottonwood Heights
City Council Work Room located at 2277 East Bengal Boulevard, Cottonwood Heights, Utah. The
public may remotely view the open portions of the meeting through live broadcast by
connecting to https://www.youtube.com/@CottonwoodHeights/streams, the city's YouTube
channel.

4. REVIEW OF CALENDARS AND UPCOMING EVENTS*
a. Arts Council Hallo-Ink will be held October 1st through the 31st. This is an
online social media pen and ink daily drawing tutorial.
b. Mayor's Town Hall to discuss the upcoming General Obligation Bond for
The Heights, will be Tuesday, October 8th from 6:00 p.m. until 8:00 p.m. at
the City Hall Cullimore Room.
c. Councilmember Birrell Town Hall to discuss the upcoming General
Obligation Bond for The Heights, will be Thursday, October 10th from 6:30
p.m. until 8:00 p.m. at the City Hall Cullimore Room.
d. Monster Mash will be held Friday, October 25th from 5:00 p.m. until 7:00
p.m. at the Cottonwood Heights Recreation Center, located at 7500 S. 2700 E.
e. November Elections: Early voting: October 29th through November 1st from
2:00 p.m. until 7:00 p.m. at the City Hall Cullimore Room.
f. Election Day: November 5th from 7:00 a.m. through 8:00 p.m. at the City
Hall Cullimore Room.
g. City Council Meetings for November will be held on Tuesday November
12th and 19th, starting at 4:00 p.m.
h. Light the Heights will be on December 2nd from 5:00 p.m. until 7:30 p.m. at
the City Hall Cullimore Room.
i. Arts Council's Holiday Show, Friday, December 6th at Butler Middle
School from 7:00 to 8:30 PM.

BUSINESS MEETING AGENDA
Notice is hereby given that the Cottonwood Heights City Council will hold a Business
Meeting beginning at approximately 7:00 p.m., or soon thereafter, on Tuesday, October 1,
2024, in the Cottonwood Heights City Council Chambers located at 2277 East Bengal
Boulevard, Cottonwood Heights, Utah. The public may remotely view the open portions of the
meeting through live broadcast by connecting to https://www.youtube.com/
@CottonwoodHeights/streams, the city's YouTube channel.
Persons physically attending the meeting in the City Council Chambers may make verbal comments
to the City Council when invited to do so, after completing a speaker comment card. Citizen comments
may also be submitted in writing to the city recorder at cityrecorder@ch.utah.gov by 4:00 p.m.
on the meeting date. In the interest of time and those attending the meeting live, however, submitted
written comments will be entered into the record and distributed to the City Council, but will not be
read at the public meeting.
Civility and decorum should be applied in all discussions and debates. Difficult questions,
tough challenges to a point of view, and criticism of ideas and information are legitimate elements
of a free democracy in action. Public officials and the public are encouraged to refrain from making
belligerent, personal, impertinent, slanderous, threatening, abusive, or disparaging comments.

5.0 CITIZEN COMMENTS
During each regular city council meeting (specifically excluding work sessions), there
will be a period not to exceed sixty minutes for citizen comment.' (Cottonwood Heights
Code of Ordinances 2.30.160 (B)) Persons physically attending the meeting in the City
Council Chambers may make verbal comments to the City Council when invited to do so
by the meeting chair. Persons attending the meeting remotely may not make verbal
comments to the City Council during the meeting. Persons attending the meeting remotely,
or who do not attend the meeting either physically or remotely, are invited to submit
written comments to the City Recorder before 4:00 p.m. on the meeting date. Written
comments that are timely submitted will be admitted into the record of the meeting and
distributed to the City Council but will not be read at the public meeting.
6.0 ACTION ITEMS
6.1 Consideration of Ordinance 422 Amending Chapter 9.05, Cottonwood Heights
Code of Ordinances, Regarding Nuisances.
(This ordinance will amend Chapter 9.05 of the city code concerning nuisances and their
abatement to further assure conformity of its provisions with Utah Code Ann. 10-11-1 et
seq., 'Inspection and Cleaning').
6.2 Consideration of Resolution 2024-65 Approving Entry into an Interlocal
Cooperation Agreement with Utah Department of Transportation for Traffic
Enforcement. (This resolution will approve the city's entry into an interlocal
cooperation agreement with UDOT whereunder the city's police officers will aid in the
enforcement of traction laws and parking regulations on state roads in the city under
UDOT's jurisdiction in return for certain funding assistance from UDOT).
6.3 Consideration of Resolution 2024-66 Approving and Ratifying the Appointment
of a City Recorder.
(By this resolution, the council will approve and ratify the city managers appointment of
Barbara Higgins as the city's new city recorder).

Cottonwood Heights City Offices, Cottonwood Heights, Utah. A copy of this notice was sent to the Salt Lake Tribune and
Deseret News, newspapers of general circulation in the city, by the Office of the City Recorder. The agendas were also posted
on the City's website at www.ch.utah.gov and the Utah Public Notice website at http://pmn.utah.gov.
